I agree that is the only reason Arthur does it is becasue it is a gang business and Dutch approves of it but again the irony is Arthur never liked predatory loans to poor desperate people so it makes it all the more tragic that the one side business of the gang Arthur did not agree with is what got him sick. Is that really that hard to understand? On a side note it was in a sense Strauss's business. He was not always part of the gang and later hooked up with them as Dutch liked the idea and the money he brought in. So it was the gang's business at the time but it was still Strauss's side business that he brought with him when he joined the gang and Arthur never liked it (this is made very clear in the game).
