What certificate? Never heard of a GDPR certificate. Are you referring to a test report? If yes, then it can cost anything from a few hundred dollars to infinity depending on the number of products, materials, EN standards, and so on. GDPR compliance is not a matter of obtaining or buying some kind of certificate.
