The word “can” means you have a variety of reasons under the law that could give you the right to be here…she didn’t say ALL documented people are legal. She simply differentiated between people who can be in South Africa legally and people who can be in South Africa and be allowed to work in South Africa. You’re confusing yourself over a very simple statement. You said “being documented does not mean you’re legally in the country”…where in this video did you hear her say that because I didn’t hear that. You’re right about overstaying your Visa makes you illegal but no one called that into question.
