Watch some match videos to get an idea for what neutral should look like and then play games. How to play neutral is a really broad question that doesnt have an easy answer. So just play and figure it out.

They're mods. The dizzy palette is just something I made but the others were already in the game but aren't selectable without modding them in.

Nope, client side only.

Hold back during Ram's target combos to get normal gatling routes like 4PP or 4P1K. So for that combo the exact inputs would be 4P1KK.

Same ideas and concepts work in Rev2 but there are slightly stronger setups you can do now. If you're just starting out, the information in this guide will be just fine.

I made this video with the intent that the viewer had basic knowledge of fighting games and the character, which is why I don't bother explaining combo routes at all. Not using notation for Ramlethal combos would just be a wall text as opposed to c.S 623P c.S j8D IAD jK jS j8D etc. Learn combo notation, its useful. The term 'fuzzy guard' is a good example of confusing terminology because its used to describe multiple situations. In this case, its used to describe an overhead attack (Ramlethal j.K or jumping kick) that hits a standing character that switched to a crouching block during blockstun. I don't know how to explain that better but if it doesn't make sense, don't use it.
