23:40 ahh, so it does still hurt a little. I was looking. Thought I heard some differences in sound. As suspected. The shield dragon has another layer of sound like it's alive. Arcade port version I played has a raspy fire breathing sound and that's it.
The fact that his shield breaks after defending a lot makes it frustrating to play as him. It's a cool visual thing but it should be exclusive to the cpu.
I get when they were going for as it’s a reference to Revenge of death adder, but to balance it the shield should either give him access to good moves so that he should focus on offense instead of defense, comeback the at the beginning of each round, or his other moves should be buffed when it breaks or get access to new moves to make up for it.
