Hmm I finished all the puzzles before but there aren't any hydro monuments at the last location for me. I think I have already completed it, but it doesnt show in my Achievements if I search for it.
omg I had the same problem. Basically go back through every puzzle and pay attention to details. I did not hit all four of the Pneumosia stands in the first one. You might have missed something.
