The Flash and people with superspeed in the comics can alter there perception and slow down their brain from super speed reaction times so basically the only character who has the problems mentioned in the video is Zoom because he doesn't actually have superspeed he can slow down time and it just looks like superspeed.

I thought accessing the speed force was kind of like something you could step in and out of? Like if you have enough training, you can slow down your body to what’s considered “normal” speed, and then whenever you want, you can tap into well beyond lightspeed capabilities. I don’t think it was all or nothing.
