Probably because of them wanting people to be throwing away less stuff because of the amount of stuff going to landfills and also possibly with the costs of replacing broken bins, so if you have a lot of rubbish and junk stuff needing to go in the red bin you can either just fill up the bin and the rest of the rubbish waits, or you can try to compact it all in the bin while making sure the rubbish isn't stuck in the bin I did this once last year, our 140Litre bin had lots of bagged rubbish, and I collected stuff around the property that was rubbish and junk, I decided it was much easier to squeeze it all in the bin rather than wait the next week, so I gathered all the bagged rubbish and junk, began putting the rubbish bags in the bin a few at a time, get into the bin and crush the bags flat, put more garbage bags in and crushed them flat inside the bin, and repeated the process until everything was in the bin, the truck was able to empty it
