It seems like gta had trouble finding a style from 1999-2001 as gta 2 had a strange 1930s retro future vibe and beta gta 3 had a colorful Nickelodeon asthetic until the final release which went for a darker more adult swim esc style with still semi cartoonish characters settings and dialogue but with a darker and grittier asthetic.
