It's the same *person*, but during this era he was a serial killer known as "Doctor Baldhead", who went mad after he believed that he made an error during the surgery of a little girl that led to her death. Later on, he found out that he was actually set up by the Assassin's Guild (the faction Millia and Zato=1 were originally a part of), and he regained (some of) his sanity. He became ashamed of showing his face knowing that it would be associated with Doctor Baldhead, and took on the name Faust, becoming an underground doctor dedicated to saving as many lives as he could as a form of atonement for his sins. He's still mentally damaged, but he is a purely good person at heart now. Guilty Gear lore is fucking nuts.
They might bring them back later down the line. They can't remove the Instant Kills since it's one of the main elements that define GG. Thought I would understand if they permanently removed them if the competitive community didn't like them.
If you stun/dizzy Testament and Justice then immediately go for an instant kill, they usually counter it but something breaks in their AI and all they do is stand and block everything without trying to hit back.

With this video the channel finally completed a significant missing part of the coverage of classic jp fgs. SF, Marvel, DS, TK, SC, the NeoGeo library (major like FF and KOF and minor like World Heroes). GG is the latest notable 2d fg series from the 90s, being from the late 90s, and even though it didn't debut in arcades like all other fgs called "classic" it did build a reputation with the arcade versions of the sequels. It's the classic sprites fg that grew the most in the 2000s.
