What about poison pursuit? Its the same thing.

Not exactly. With poison pursuit you can stop for a bit and also jump through the poison. A modifier like this would force to you stay on the move a lot more

I actually had him in my gorgun fight in a run because i let him live. So it is possible.

So I just tested it and using the shortcuts doesn't work, it prevents him from spawning

I believe so, yes. And it might also be possible to use the chancellor of the old king to accomplish the same thing with floor 3 bosses. But if it comes to that I'd rather just use modthegungeon to make spawning him easier.

Index 154 earlier today I was like I’m just gonna do a convict run, 1 black hole gun and and that rocket launcher where you can aim the rocket later I perfect the dragon and kill the convict’s past. Sad thing is the run after I saw a caped bullet but only after I had killed it.

I think I killed like 5 caped bullets back in the day haha

Well, the attacks can be very hard to deal with, even I don't have many consistent strategies yet. But I suggest doing the rat on the same run and getting the cheese active item which is great for invincibility. Also blank the knives he throws just like with the normal dragun and take out the skulls with a fast-firing weapon

You may have noticed that I'm having a special enemy chase me down constantly, forcing me to keep moving. It's not all that hard on bosses like these but I think that it's an interesting challenge.
