I get your outage I really do I've been on both sides of this issue here No they shouldn't be lying about what things cost - period And while there is obviously highly classified things they are working on "for our security and safety" (cough BS) it needs to be at a minimum labeled as "Black Research" (as in Black Budget) so we can have an honest accounting of what the size of that Black Hole is. Somethings we need to research and many we just don't. But this will never happen because it's not demanded that it happen. We citizens do not properly hold our officials accountable. Till we do and they fear stupidity this change won't take effect and we won't see Black Budgets properly reported.

The way it works is: The military has to _use_ all the money allocated to it. If they don't use all the funding they get in one year, their budget gets cut the next year. Add in the fact that budgets are allocated to increase on an annual basis (And that not getting the increase is described as a "budget-cut") - The result is that suppliers are _encouraged_ to charge outrageous prices by the Military itself...
