Viable? Too survive in WvW? Can you beat other enemies? I would say yes. Is it easy to learn? I would say it's hard than core thief and daredevil S/D builds. Mainly because specter has less initiative. Since you have less initiative you have less stealth acess which IMO honestly more healthy of a game/fight. If someone complains you are stealth abuser you can say, "bro I am playing power specter I have less initiative." Also, which goes into I think condi specter/celestial specter are more powerful. I really dislike condi builds in pvp/wvw nowadays hardly play them only really in pve. For me d/p shadow arts daredevil or even deadeye shadow arts gets really tiring. 90% of your fights are the same go into stealth, burst restealth, unless they lock you down stunbreak go back into stealth repeat. Too play against not fun and too play as IMO not fun anymore I got tired and bored. So you have less initiative. But you have a second healthbar. Which is mind boggling IMO necro only really the other class that has second healthbar. I would totally suggest watching Sindrener's video guide on power specter. I will post the link. Because with s/d normally you can only teleport with your sword but with specter you can do a well and then do sword 2 to teleport which can catch people off guard. But recently I like Sinrender's choice in trickery Slieght of Hand. It makes it eaiser to land skills and might force out a stunbreak from your enemy if they don't it's easier to land damage on them. Recently dueled on this build against power Virtuoso and a condi Virtuoso. They won most of the fights but I did beat them a couple of times. If you land your burst and don't panic you can kill or survive for sometime against players. For runes I am using the holosmith but I have used chronomancer runes and I used to run warrior runes. I believe warrior adds more hp to your health bar and your shadow shroud and minor buff to damage , chrono is damage and slight boon uptime, and holosmith is damage with some hp. IMO I think since you already have hp from marauder gear and double healthbar you don't need to run warrior runes you probably want chrono or holosmith but warrior might be better if you are first trying out the class for the added hp.
