The details seem a bit iffy. But as I understand it, it was proposed by Egypt. So both sides need to accept it.

Egypt and Qatar proposed the deal. Hamas partially accepted (The Hamas commander in Rafah accepted, the Commander in Qatar, it seems not so much from some reports, but there's a lot of conflicting reports out there). What's in the accepted agreement? Who knows.
