They use xp because microsoft updated the USB stack in win 7/8 which caused latency issues and so those versions of windows are deemed unsuitable for medical use (Microsoft white papers). Maybe still in effect unless windows 10/11 fixed it. They couldn't fix/replace it unless they switched all computers to another os which would be near impossible.
