I find more success just trying to not even trigger the counter before his goons are dead. If you're careful with AoE and lucky enough with who gets to tank him, defense skills can contain him for long enough that Rules of the Backstreets becomes manageable. He's still a dangerous af in MD3H though. He appeared on a headstrong run too, had no options but to fight him with a meme team, definitely had to finesse this one a bit (and trust in RNGesus).

The only thing that makes this mini boss hard is that you can aim the attack 😢
