This is I-45 north of Houston. We see this so often in southeast Texas: major roads blocked because they saved some money by not building the roads five or ten feet higher at the low spots. During the Great Texas Flood, Tomball was cut off for days. Even Toll-road 99 and Toll-road Hwy 249 had a low spot which flooded.
