Basketball Rules Expert Show - Episode 1
hello and welcome to the show basketball rules expert where we explore the ins and outs of high school basketball rules our discussions lift the rules off of the printed page through your ears and firmly into your brain so that you too can become a basketball rules expert. hello, again my name is Greg Austin with a betterofficial.com i've been officiating high school basketball for over a decade and i'm a basketball rules expert our goal here is to give you rules discussion and instruction in an audio format to bring the rules off of the printed page and breathe life into them so that you could take them with you onto the court with the confidence that you can adjudicate any situation that arises on the court correctly by rule
let's get started
Question
the following would result in a traveling violation if a player holding the ball lifts their pivot foot and then does which?
a pass the ball
b shoot the ball
c begin a dribble or
d drop the ball to the floor
This is a pretty simple question but it's a great way to start here at Basketball Rules Expert Show because it forces us to go to the most important rule in the rules book and that is rule four definitions.
Rule 4 - Definitions is a high priority for all basketball officials it's the starting point it gives you the fundamental building blocks upon which other rules will refer to and be built so a high priority for new officials or officials wanting to become basketball rules experts okay so our options our options on the question are pass the ball shoot the ball begin a dribble or drop the ball to the floor let's go to
rule 4 section 44 and have a look the important article is Article 3 which reads
after coming to a stop and establishing a pivot foot a the pivot foot may be lifted but not returned to the floor before the ball is released on a pass or a try for goal
our first two options in the question were to pass the ball which has clearly been defined as legal or shoot the ball which has clearly been defined as legal
b. if the player jumps neither foot may be returned to the floor before the ball is released on a pass or try for goal that's not relevant to the question we're answering or
c. the pivot foot may not be lifted before the ball is released to start a dribble so our definition clearly defines that it is illegal to release the ball for a dribble after lifting the pivot foot so c in our question is obviously the correct answer but what about option d drop the ball to the floor that is not addressed by the rule this is an important point to recognize is that not all the things that can happen on the basketball court will be addressed by the rules book so it's really a great piece of advice to understand that everything is legal until the rules book says it's not legal everything is legal till the rules book says it's not legal the rules book may say yes indeed that is a legal thing it may say that is definitely illegal or it may not address it at all and if it doesn't address it at all it's legal right that's a super important concept to understand as we get started in becoming a basketball rules expert all right

Happy New Year Greg! Thank you for all you do. Around 9:48 in regards to when a timeout can be requested and granted by rule, I have a question about why a team can call a timeout during the administration of a throw-in after the ball has been given to the thrower. When a timeout is requested by the throw-in team, I know there is team-control solely for the purpose of the throw-in, but is there player-control which would allow a timeout to be granted? Or, does this fall under an exception? I'm taking into account the fact the ball is live once the ball is in possession of the thrower.

Also, another question came to mind, after this timeout, by rule does the thrower need to remain the same following the timeout...?

Greg, have you ever thought about making (and selling) rule 4 flash cards? Just definitions...

You mean Rule 4, the most important rule for new basketball officials? LOL.

Does Free Throws imply that any player or eligible substitute must shoot both shots awarded for a technical? It seems to me the rule implies plurality when it states free throws. Although I understand you are saying a different eligible player of that team may shoot each shot!
@BetterOfficials

Free throws for a technical foul may be attempted by any player or eligible substitute. The player who attempts the first free throw is not required to be the one to attempt the second free throw.

Great video. I do have a question. You mentioned 6 technical foul free throws and said any player or eligible sub which is correct. But then you said Sub 1 could shoot the first, sub 2 the 2nd Sun 3 the 3rd etc. But in that scenario where you sub different players to shoot, am I correct in saying you could not sub a 6th player to shoot the 6th free throw?

Are you following the FIBA rules or the USA variants?

NFHS High School Rules. I will be more specific about that going forward.

@@BetterOfficials Thanks for that. I know that you are focused on high school basketball. You do an excellent job (I am older from Australia), it might be useful for your referees to consider referencing FIBA rules to broaden your audience, and also career path for your USA target audience of younger referees, particularly as they might want to head down the FIBA pathway ultimately. In Australia, we mainly follow FIBA (always local comp variations - such as my association a time out for T Fouls) and we have a number of younger referees on the international pathway.

Jason, we are starting with what we know: High School rules. I can say I'm an expert because I am. Fiba? Not. So. Much. We will be really clear going forward that we are focusing on NFHS rules. Cheers!
