If your vehicle has a carburetor and sits for an extended period of time this is what you can expect when you get ready to fire it up. If it's been sitting for more than a month you should do a little more checking over before firing it up.
This can also happen on a hot day and be hard to get fuel back in until it cools down. That's called vapor lock.
