California governments is the largest employer in the state. I think this is simple - have government employees fund their own retirements and get rid of government pensions - unfunded pension liabilities are the problem. The pooling of money into one fund (General Fund) needs to stop - money should be allocated and spending levels decreased when funds are in excess of need. Make the departments responsible for their usage of allocated money. Newsom is out of touch: Bad government policy is causing business to leave, decreasing revenues and increasing bureaucracy that impacts business - its CEQA on steroids. Business friendly policies increase the number of employers and increase tax revenues - knowledge capital on its own does not increase revenues without employers. California penalizes its citizens for not carrying health insurance - illegal immigrants should be penalized for not paying for and carrying health insurance, not given a government hand out and an exemption. Imagine another revenue stream.
DO NOT buy these bonds. The ONLY way WE CAN SUCCESSFULLY fix OUR state is to vote for fiscally conservative leaders and then for those leaders to cut ALL nonessential programs, departments, projects, and personnel. FOLLOW in Argentina’s footsteps…and LOOK at how much that country has already turned around in the first 6-months!
Dems. answer is generational theft. IF no one buys the bonds they will have to resort to heavy taxing. But because of the Laffer curve, you can end up getting less because smart people will move, work less or move their business.
Every part of the government except police and fire takes a percentage haircut of their budget + 5% and it is up to department heads to justify why their budgets should not be cut. I guarantee a lot of departments are a waste of money.

California is never going to see an increase in tax revenue because they are driving businesses out every day with new regulations, including higher minimum wage. Also, working age people are leaving it droves to live in areas that can afford to pay their salary. Add the fact that retirement age people are moving to areas with lower costs of living in an effort to strach the limited retirement income to avoid becoming homeless due to inflationary pressures and high medical expenses. California's liberal city voters are driving California's economy straight off a clift. In fact, it is so difficult to build anything that the power companies are looking to build power stations in other states like Idaho. I am a natural born California, and I advise all the other western states to block all projects from California. Because they will bring the woke mind virous with them . With enough glitter, bright colors, and propaganda, you can convince any child to do anything.
California’s budget has historically been based on what they HOPE to receive in revenue… Given so many businesses are leaving, we definitely need to cut spending in every budget going forward otherwise, the hole will get even bigger.

The CA Dept of Corrections could save millions if they’d stop hiring their buddies as retired annuitants, flying said buddies weekly to Sac and putting them up in hotels. They would further save by not flying Sac administrators down to LA for one hour meetings that far more qualified people in LA could attend. But you know, people need their airline and hotel points.
I'm trying not to get tooo mad because I KNOW that legislators ALWAYS cut services to the poor and NEVER cut their own gifts and perks. The immigration problem has ALREADY devastated the availability of services to the poor in California and now they're going to make it WORSE? Hey, why not burn out the homes (tents) of the homeless or cut out their food pantries? Whatever you do don't cut the gym benefits or restaurant benefits for law makers! If legislators get to set OUR budgets, how about the people make the budget for the legislators? That's fair, right?
I went to CalStateLA in the 90's . They were beginning a massive building program. Many new buildings went up in the 2000's. Now the bill for the construction bonds is due, as fewer students are attending due to tuition increases. It's a doom loop. They try to keep raising tuition (because CalState is not really a public college anymore) but that just keeps more students out of the system.
One major point that was not addressed was the closing of so many companies in California, and the exodus of people and organizations out of California. The state actually lost one seat in the House of Representatives in Washington DC.
I'm going to go out on a short, very sturdy, limb here and say that CARB, CALOSHA, and other regulatory agencies will still get enough $$ to keep oppressing Kalifornistanis.
CARB should be completely defunded. I literally hate them. Making me pay $70 for a bullshit smog check every two years after I pay 15x what people in other states do on my registration. While also paying this government tens of thousands of dollars a year in state taxes. And the sales tax. And the ridiculous price of gas. This government is so out of touch with people
Record stock market (S&P 500) is only due to the "Magnificent 7" stocks (Google, Facebook, Apple, NVIDIA, etc.) showing record numbers. And these "record numbers" are due to fancy bookkeeping related to the (over time) depreciation of huge chip purchases which, if they don't result in LARGE revenue returns, are going to cause a significant hit to those stocks. Currently 493 of the S&P's 500 stocks are in terrible shape and the record market (bubble) is due to only seven that are tweaking their books.
The loss of state income from fees & taxes on businesses large & small is critical. What most Californians want to is for all of those who are making millions off of state programs (like homelessness) to pay back monies that have been stolen. Tap those off short bank accounts & support programs for the lower income citizens (not illegal immigrates).
This happens often. The tax base changes. This is not even close to the largest gap we have had. The state has set aside rainy day money that reduces the effect to some extent. Someone just wants to make hay on this.

Revenues are going down because businessness are leaving California. Califonia isn't supporting businesses. Insurances are leaving or going up because of the increase in crime.
These two gentlemen discussed the budget issues fairly intelligently without offending anyone. But they did not address any of the massive amounts of money going to bs programs in the state that we obviously can't afford now or in the future. It sure seems like Newsom is tap dancing and kicking the can down the road until he rides off. I'll leave it at that.
I'm glad I dont have roots in CA so I have the flexibility to just pack up and go. A few more months and time to say goodbye to CA. Have had enough with the high rents, high insurance, and increased crime.
Just a total joke.. Born in California in 1957. Its was a great state. Left in 2000. Been back 3 times since to visit. My first impression was how dirty and trashed the state is. It’s horrible for small businesses because of the toxic regulatory environment and the tax policy penalize producers.. Once you experience an alternative you realize how bad it really is.

Dont hold your breath. They MAY cut those programs and entitlements, but they won't EVER let go the tax "contributions" which fund them. In fact quite the contrary. Theyll cut the programs where the funds used to go, and funnels those funds elsewhere. Dont believe me. Just wait and see. Bookmark this comment and file it away in your memory.
