Kenya is a poor country yet it can afford to reforest its land! It is all about making it simple, cheap and efficent. Western governments need to learn how to spend thier money frugally, dont send public workers to throw them, throw em out of a plane, give ads by thr government on how to use them, and thats it!
There is a reason why you use compost and clay to make seed balls. They provide nutrients and retain water in dry seasons to support the seedling. To substitute these components by charcoal is not beneficial.
