Three major reasons why people choose agents:- 1. if you apply online for lisence RTO takes 3-4 months to call for Test(varies to diff. Location) 2. Very long queues waiting for their turn daily, If you go early morning then also no gaurantee your turn comes. 3. Corrupted rto officers, they have tie-ups with agent. Conclusion:-driving licence procedure should be as simple and fast as Fastag and Online

I am a resident of Uttar Pradesh and when I visited the RTO office to request for a license, they kept on giving reasons after reasons to delay my license issuing process because I didn't give any money to the Agents. They were very unhappy with me and kept on asking me to take help or contact any of the agents, I know they also got a paycut from those agents. I think RTO is among the most corrupt offices in our country.

Same thing happen with me in RTO Aligarh(U.P.), it took around 2 years for a learning licence due to multiple visits, they behave in such a manner that you'll feel ashamed of not subscribing an agent. At every step they'll make you feel like a criminal. Finally for Permanent Licence I get in touch with an agent sitting outside the RTO Office.

My first license was made only through paying money. And it was “cool” at that point. But today, I can see the condition of the drivers in India and feel that there needs to be a delicensing exercise (similar to demonetisation) where each person has to renew their license through the right process. Today, I hold an Australia DL too and I can see the value of a strict driving test. I am ready to renew my license ligitematly! Government just needs to do it! Investing in world class highways and roads may not work if the usage is flawed.

But the inspector didn't even take my test, he just saw me sitting in the car and said okay you passed. Even though I got my license, which is definitely something I am grateful for, this isn't how it was supposed to be. India definitely needs to do something to get rid of these careless officers and set better standards for obtaining a license

i paid to get the license, not because i dont know how to drive but because they won't pass you until you pay up, the testers have no training at all, no professionalism, they will shout at you and what not, and they are not permanent but on contract, the test for car include making a figure of 8 and breaking on a ramp, they will either say you did't gave indicator or will say you your car backed up on the ramp, which is not the case. I first failed the test first and then i had to pay.

I agree with you completely. I was holding a driving licence in India but last year I moved to Sweden and I took lots of practice classes to pass the driving test. Here is a brief summary of whole procedure: 1. You need to do Risk 1 and Risk 2 sessions: Risk 1: 3 hour lecture on risky driving. e.g. Night driving, Risks of drunk driving, braking distance, reaction time etc. Risk 2: 3 hour practical session where they take you to a slippery/snow covered practice area and give you a feel of aqua-plaining, braking distance in wet and dry surface, car control with new and old tyres Theory test: You need to score 51 out of 65 Practical test: It involve dozens of rules like, following a traffic sign, entering and exiting highway, driving on country road, parking, environmental driving and lot more. I will try to make a video on this. Thanks.

I think the society lacks patience in general, we seem to be in a rush to get any documentation as quickly as we can instead of understanding the time one needs to devote towards learning something, such as driving. This herd mentality of trying to acquire anything and everything in the quickest way possible is probably what's stoping us from becoming truly developed and I hope it changes!

Boss, my brother had been trying to make his licence directly through RTO and without any agents. His learner's licence expired twice due to delays in document verification and always some document being wrong according to them. And they don't even inform about it, just reject and stay silent until we go after weeks to find the status at the RTO. They literally don't move your application until you pay them through the agents.

Bhai, you are absolutely right about the auto drivers in Bengaluru! I'm a resident of Bengaluru & the auto drivers are one of the most reckless drivers in the city. One of the main reason for this, in my opinion is the rising demand for bike taxies. Because the bike taxi thing is eating into their business, they become naturally careless & jealous towards other riders. I've personally heard people talking about how they get ignored by every auto driver when they wanna go to a particular route so naturally people choose Uber, Rapido etc. This is how the auto drivers have become so reckless. One of the most important videos we need to bug our government with. Thanks for producing and sharing it. Our RTOs are so corrupt that they think it's their right to take bribe: My story of Yashwanthour Bengaluru RTO: when I had to sell of my car after 3 years of use it couldn't be sold immediately due to some kind of penalty which I had to pay. I could clearly see it online and the amount was also shown after putting my car's details in the portal. I took the receipt of it to the Yashwanthpur RTO where the car was registered. Aur bhaisahab, in logo ne muze ek window se dusre window din bhar ghuma diya. Mai unse bol rha ki online Dikha rha ye case number hai utne ka chalaan hai pese lelo lekin NAHI in home register me case number match krna hai. As a bike rider and car driver who drives regularly, I can say that it really is a frustrating experience to drive, especially in metro cities like Kolkata and mostly Bengaluru. Using high beams at night improperly is a major issue. Also, pedestrians need to be disciplined as well, because if anything happens to them, its always the driver's fault, regardless what actually happens.

Nice video! In some RTOs it is practically impossible to get a DL, without bribing. No matter whether you are a responsible citizen or not and want to appear for a test. I have my personal experience. I tried all the way to get a two wheeler license without having any agent. But it is impossible. The don't do anything until you provide a bribe. I used to go to RTO everyday, taking leave from office. Used to stand in the queue for hours. But they don't even look into your file. The office is full of agents. The agents literally sit in the chair of the officers. It's a mess! Now when I drive in USA, getting license here was pretty much straight forward. Most of the people follow traffic rules. I always wish if we could implement something like this in my country.

The same has happened with me as well. I hired an agent to fill my application form, NOT for the licence because I wanted to EARN the licence and not to GET it by money. I live in Gujarat and for the learning licence in 2018, you need to score 11 out of 15 questions at the RTO office. I got all of them correct as I was well aware and curious to know about all the traffic signs and rules. I got trained by my father for the "ROAD TEST" before going for the learning test. I'm quoting "ROAD TEST" because there will be 0% of the road/highway included in the name of the "ROAD TEST". Name it DRIVING TEST IN CLOSED ENVIRONMENT. So, after a month, I went to the RTO by my car with the agent who filled my form and there were some other guys with me too. I was in the queue and the agent asked me if I want to skip the test and get a licence by giving 500 rupees. I didn't even think twice to reject that offer. But, the RTO office at that time was an abandoned govt. office and I was told to complete the perimeter for the "ROAD TEST". That course had a steep uphill and a downhill as the office building was a bit lower into the ground (I hope I could explain the scenario). Firstly, I asked some local guys for their bike and passed the 2 wheeler test by just driving the perimeter of the building. Honestly, at that time, I had 3 years of 2 wheeler experience so I passed it. After some time, my name got called out for the 4 wheeler test, an inspector with some papers opened the car door and sat in the co-driver seat and told me to go for the "ROAD TEST". I obeyed all the orders and later that day, I got an SMS that I have passed the driving test and my licence number will be so and so. But honestly, I wasn't satisfied with the test. Now, our district has a new RTO office with all kinds of testing facilities for both 2 and 4 wheeler cars. The tests are a bit stricter as the drivers are trained for city and highways and the tests are for the slow speed precision. I am a 5 year experienced driver so I'm legally allowed to train anyone. So I trained a guy. I trained him with all of my experience and gave him all the basic training with some advanced training like hill hold, heel-toe downshifting, peddle training and much more. He told me about his test experience that the test was too tough and couldn't pass the test in the first attempt. In short, the standards are getting stricter but there's a long way to go.

I recently acquired my 4 wheelers licence in Bengaluru and I could see more than 50% people who couldn't clear at the first attempt. I was happy to get a good trainer so I could pass it with flying numbers. One thing which needs to be implemented that, there should be compulsory theoretical class to educated them about the lane markings, proper use of sign signals and sign boards even in regional language. Then people can bring discipline in their driving. Otherwise this loophole can never be filled.

At the age of 18 I have applied for the DL on my own and few years ago I had to go to the RTO to get a duplicate licence as I had lost it. (This was in Thane RTO) Both experiences were very bad. I had to wait in line to submit my forms, whereas the agents walk right inside the office and submit their papers to the officer, which increases the wait time for people like me. Honestly, not worth the hassle. I was a student so didn't want to spend any extra money.

Agree with almost all the points discussed in this video. I am staying abroad for more than a decade and got my licence after rigorous test. I failed only once when I could not manoeuvre the car properly while being tested for reverse parking. In the second attempt I was through. There after no traffic offences or accidents. Thank God. Come to India. I tried getting my licence legally (although I can drive flawlessly) but was made to run endlessly to RTO. Then finally chose plan B and got through with legal and valid licence. Well you must have guessed right.

Excellent Video. I want to tell my story with RTO Gwalior ( MP ). Recently I turned 18 and got my own 2 wheeler. I'm idealist in terms of traffic perception. As you said, I applied for Learner Lc. online and after a month of learning and practicing I applied for Full License. I was shocked when I was not even called for Driving Test (Which I prepared for a lot by watching YT videos). After 15 days of application I collected my DL from office & no Driving test happened. I was kind of offended how openly RTO is breaking basic laws. I called for this on Twitter & CM helpline reported this corruption, it's been 8 month, seems no action taken yet. 😭 That's why I stopped wondering why my City is filled with imbecile drivers.

Much needed video. Kudos. We Indians absolutely need to solve our driving. The way to becoming a developed country is to have world class, efficient transit. In order for that to happen, driving has to meet international standards. my two cents : 1. Currently if you can manuever a car, you get a license. 2. There is a serious dearth of marking and road signs in India, and the existing ones are casually broken by drivers. That creates a death spiral, the municipal corporations don't take liabilities for road markings seriously and when they do drivers violate them without consequence.

Same for me and it's the same RTO whose photo has been shown in this video. (Rourkela RTO). For me I had to give a 20 Question CBT to get my learner's licence. After that for the test, I had to climb a 20ish degree ramp, stop in between and again climb without tumbling down. After that the same 8 shaped track but we also need to drive backward to the starting position within 180 seconds. If we bump the boundaries..we are immediately disqualified. I successfully passed the test on the first try. What's funny and concerning at the same time was that very experienced drivers who professionally drive on these roads are falling for their test because they easily bump into boundaries. Mostly because these people open doors, look outside and reverse instead of actually looking back from the driver's seat .When I passed the test, everyone was looking at me like I was some prodigy and it was one of the rarest moments when my Dad was proud of me. So yeah...😆

Also I later came to know that, that day was one of the rarest days when full protocol of driving test was followed because some very senior management person came to check how the test was being conducted. The person who was evaluating my test was that "Senior management person (Some RTO Inspector)" herself. Fortunately or unfortunately idk, She was the one who gave me a pass. So I got my validation in the most authentic way possible.

Even though I passed the test, I had to go again because my uncle did not lend the car to the RTO for another person to give the test. I have a driving licence from the UK also. I had a very tough time giving the test. I had to drive for 45 min on the road every time and I passed out only after the 4th time. But trust me, I learnt a lot and could drive in the entire UK confidently. When I returned back to India, I understood how bad driving is in India. People here don't care about other road users and will engage in a fight even when they are at fault.

As someone who's lived in India for 33 years, and recently moved to the UK to clear their driving test, I can tell how vastly different the quality of driving is between these two countries. In the UK the traffic rules system is extremely well thought out and superbly implemented with their almost homogeneous road network. No matter which part of the UK you drive in, you will see road signs and road markings looking identical. That's where India's primary problem is. Even if you manage to ensure very high standards of driving tests and manage to eliminate corruption and a lack of knowledge among the drivers, you still need the aforementioned homogenised infrastructure and road system to be able to bring the rules into practice. And unfortunately I don't see that changing overnight.
