A dispatcher does NOT "assist" in planning a flights route, a dispatcher is the SOLE person that DOES plan a flights routing. They do so within the constraints of ATC, weather, NOTAMs, aircraft navigational capabilities among MANY other considerations. The only other person that has any input on routing is the PIC and that goes through the dispatcher.
A call center only handles calls. This department runs the airline besides flight dispatchers there is the operations coordinator, maintence control, aircraft routing, crew scheduling and passenger service.

In all major airlines Operations Control Center there is maintenance control, passenger service, aircraft routing, flight dispatchers, pilot and flight attendent scheduling, operations coordinator. Each airline has a different title for this department like SOC, NOC or IOC for American , but they all do tge same thing .. run the daily operations of the airline and solve operational problems.
