The K protestors should be divided into two categories - the vociferous leaders (whose OCI cards must be cancelled) and the meek go alongs. These people should be given a red (provisional) OCI card valid for 30 day visits with movement restrictions of 100 Km of their stated destination. The provisional OCI may be regularised to a regular OCI after 10 years of no offence (incl. being seen at protests)

OCI can properly mean only an Indian Citizen residing in other countries. If not a citizen of India, one cannot be an OCI. Non-citizens cannot claim parity with citizens.
