How Many Countries Recognise Kosovo? | And why is it so difficult to reach a precise figure?

More than a decade after Kosovo declared independence from Serbia, debate rages over how many states have actually recognised it. Apart from the dispute over the number of initial recognitions, the number of states that have since withdrawn their recognitions (or 'de-recognised' Kosovo) is also contested. In this video, I look at both questions and try to provide the most accurate answer to them both before producing a final figure for the number of current recognitions.

Kosovo's unilateral declaration of independence from Serbia, on 17 February 2008, divided international opinion. While the United States and most of the European Union quickly recognised it, Russia, China and many regional powers - such as India, Brazil, South Africa - still regard it as being under Serbian sovereignty. In the years since then, Belgrade and Pristina, along with their respective international allies, have waged a fierce diplomatic battle over recognition. At first, Kosovo made significant gains. However, since 2015, the tide has turned as Serbia has persuaded a number of countries to withdraw their recognition. As a result, there is now considerable confusion over just how many countries actually recognise Kosovo. As I show, this is down to a range of factors, including the highly ambiguous positions of a number of countries. In this video, I look at the numbers or recognition and derecognitions, explain how the confusion has arisen, and try to provide a clear answer to the question of how many states now recognise Kosovo.

So, I finally got round to doing a video on Kosovo. This had been a long time coming. There are so many interesting aspects to the issue and I hope to follow up with more. However, one of the things that really fascinates me is just how many countries actually recognise it. I have been following this closely since the declaration of independence in 2008, and it has always been exceptionally difficult to produce a wholly accurate figure. It has become even more tricky with the withdrawn recognitions ('de-recognitions') in recent years. Thanks. In some way yes. There is a diplomatic battle going on over recognition. However, it is slightly different form of recognition.PR China and Taiwan are contesting who, nominally at least, should be regarded as the legitimate government of the Chinese state. It is an either or contest over the recognition of a government of a single country. Kosovo and Serbia is a battle over state recognition where the existence of one isn't at the expense of another. States can recognise Kosovo and Serbia, although Serbia obviously argues that Kosovo is a part of its territory. Simply put, Taiwan would become a Kosovo situation if it formally declared independence.

Can you imagine Mexicans to declare independance in California ? 2. Kosovo independance us advocats Madeleine Albright and general Wesley Clark have invested hundreds of millions in Kosovo companys for electricity,gas... etc... strange? A conflict of interest? 3. Serbs are forced to leave Kosovo !!!!Ethnic cleansing!!!!!, they lose everything there... jobs, homes,lifes..... Today minority lives there in enclaves, living in everyday fear for their lives 4. PM and PRESIDENT of Kosovo are leaders of terrorist organization called "Kosovo Liberation Army", marked by US as terrorist organiziong and it is true, they killed many civilians,kids, womens 5. We were ilegaly bombed by NATO in 1999. Again they killed civilians kids, tv reporters (btw our national television is strategic goal!!!!) UN did not allow it!!!!!! Bombs were full of depleted uranium, 10-15 years later number of people with cancer is in growth by 100% because of radiation. You have many nato soliders who died because of radiotion too... The story begins far before 1999... Albanians in Kosovo were given autonomy but they wanted independents. Then they provocated guaverment ( similar like Katalonia, except Spain has Eu support that serbia didn't had )

Thanks. Oh yes, the story goes a lot further back than 1999! In all the disputes I cover, history matters a lot. However, I have less than 15 minutes to try to answer a particular question. I therefore try to focus on providing the necessary basic background information for viewers who might not know much about a dispute without getting into too much potentially confusing detail.

Kosovo illegally became part of Serbia when the Shkup Vilayet got dissolved after the ottoman empire. Most of the population was Albanian and they should have been independent long before that.

It starts in 18th century when newly Islamised Albanians and Serbs started agression on Orthodox Serbs amd Albanians. Ottoman empire is the reason why all of this happened.

@@JamesKerLindsay do you see Kosovo as serbian or albanian. Kosovo is the heart of Serbia and the serbian origin is from Kosovo. When tito was the president of yugoslavia he wanted albania to join yugoslavia so he gave albanians land, education and a good life. The albanians took it to the extreme and president milosevic warned everyone about nato and he said that usa and nato supported Kosovo so they could get acess to their mines and leave Kosovo emptyhanded. Nato claims that they fight for peace but they rule over people to step up and fill their pockets with money

So let’s not even talk about who the land belongs to. You should go and read a history book, learn more, and then you can come here and talk... Serbians are really thinking everything belongs to them, they always wanted to rule the whole Balkan, BUT NO! You should know where you belong bro! However "Slavs" it would appear that there is new evidence emerging and showing that the people living today are the same people that lived in these placed 12000 years ago (This is when there was an actual civilisation ) There are even older skeletal remains that have the same genetic type as that of the modern day Serb that are older then 12000 years but they are not connected to any culture or civilisation. Albanians on the other hand dont have anything in common , they have in common with Armenia , both language and the haplotype.

@@JamesKerLindsay There is no official UN law that would describe what can or cannot be country. It all depends on political interest. Donbas, Kosovo, Catalonia, Northern Cyprus, Artsakh, South Ossetia, Gozo, Scotland, Transdnistria, Rep. Srpska... It's incredible that so many disputes still exist in modern Europe.

The whole thing about number of recognitions is silly. This isnt a high school popularity contest. In reality it makes exactly precisely 0 difference whether the number of countries that recognize Kosovo is 97, 98, or 120. The only number that matters is that of UNSC members with veto power, of which Serbia has 2. Apart from that, in my honest opinion, Serbian campaign for recognition revocation is purely trolling in order to hurt and destabilize the Albanian ultra nationalists in power, because their own voters take each revocation as a giant slap in their face and humiliation. And thats a good thing that Serbia should keep doing. Especially now that Albanians have broken Washington agreement and are again applying for various organizations, despite what they signed and agreed to. It just shows you that US and West in general are incapable of respecting any agreement you sign with them whatsoever, and will always find a way to creatively (re)interpret anything you sign, or outright just ignore it. In the end, Kosovo will exist as whatever US wants it to appear, as long as Kosovo, such as it is, has US military protection. The moment that changes, whatever number of recognitions might be at that particular point, we will simple come back, and Kosovo will be no more, suffering the same fate as Nagorno-Karabakh. And the whole world knows it.

Fantastic analysis, impartial and very informative. We can sometimes hear that the threshold of (over and under) 50% of the UN member states is being used as an argument of sorts, on both sides. Is your opinion, how significant that threshold is? Will it play a part in the final deal?

Thanks a lot. The 50% threshold is symbolically important inasmuch as it indicates that over half the world’s (fully recognised) states accept Kosovo. This is politically useful for lobbying efforts. However, in terms of full UN membership, it doesn’t mean anything much. Membership needs a recommendation from the Security Council, which is subject to a veto by the permanent five members, and then a positive vote from 2/3 of General Assembly. There is no chance of this happening for the foreseeable future. What is your opinion on the division of sovereign borders after the fall of communist states like Jugo and the Soviet Union? Should it be divided along ethnic lines or should the socialist republics in the former state prevail? What gives the right for one ethnic group, e.g. the Albanians , to secede from an autonomous region, while the Serbs from Republika Srpska, Bosnia, or even Serbs from Srpska Krajina, Croatia, are not allowed to do the same?

This is a huge and very interesting question. A lot comes down to the international community’s adherence to a legal principle known as uti possidetis. Essentially, this says that the administrative boundaries of a territory prior to its independence should become its borders after independence. In Yugoslavia that was challenged on the grounds you mentioned. That the nations of Yugoslavia had a right of secession. This was rejected by the international community following a report from a special commission set up to look into the matter. The boundaries of the federal republics should become the boundaries of the new states. Interestingly, the Commission didn’t give Kosovo a right to secede as it considered it a part of Serbia. The decision to support Kosovo independence came later for political reasons. In any case, I hope to do something on this at some point.

My understanding is that for an ethnic group to secede, there has to be a clear and obvious threat to its existence within the given state that autonomy cannot solve. Because there is a lack of precedent, there's many factors that haven't been determined in this regard. For instance, ethnic violence against the Kosovar Albanians was the cause of the NATO campaign and international administration, but it's not clear if the Republic of Kosovo was recognized on the basis of this previous ethnic violence. One example I think fits the bill somewhat well is Nagorno-Karabakh, because there is a clear objective history of Azerbaijani ethnic violence against local Armenians (1920 Shusha Massacre, 1988 Sumgait Pogrom, 1988 Kirovabad Pogrom, 1990 Baku Pogrom, 1992 Maraga Massacre, war crimes in NK, as well as cultural erasure i.e. Djulfa Cemetery), but is this enough alone to justify secession? I think objectively if we look at the Azerbaijani government's rhetoric and implicit support for racism / ethnic violence against Armenians it is, but again, there's no definite precedent directly relevant to this situation. Back to the original question, I do think it is the ethnic violence question. Kosovar Albanians faced ethnic violence to an extent where no solution but secession was viable; since the Bosnian and Croatian Serbs don't face this high degree of ethnic violence within their countries secession will not be recognized by the IC. Just my understanding, I am not an expert in international law or Balkan politics by any means; I will defer to those with more knowledge for further discussion.

Kosovo and dissolution of Yugoslavia is an excellent example of double standards and hypocrisy of international community, especially of USA and EU who claim to be fair and righteous. When it came to dissolution of Yugoslavia they said that people had a right to choose but then when numerous Serbian communities in Croatia and Bosnia wanted to stay in Yugoslavia using same logic and mean as Croats and Bosniaks who wanted to secede than the "international community" said that only regions that had status of a republic in Yugoslavia can make that decision which in reality meant that Serbs had to accept to be separated from Yugoslavia(Serbia) and in that process "international community" even legalized expulsion of more than 300 000 Serbs from Croatia. Wars happened and the conclusion was that Bosniaks and Croats have a right for self-determination but Serbs as minorities in former federal regions have not. But then Kosovo happened and "international community" changes it's stance and says that even though Kosovo was not a republic in former Yugoslavia people of Kosovo have a right for self-determination but when the same right was asked for by Serbs in Republic of Srpska (Bosnia) they said that Kosovo is unique and can't be used as new rule in Yugoslav or any other conflict. There are many other examples of inconsistencies and hypocrisy of USA and it's allies like illegal bombing of Yugoslavia or building one of the largest NATO basses on territory which isn't fully recognized and isn't part of NATO...

Thank you. I think the first point to make was that this video was simply about the number of recognitions. I deliberately avoided going into more detail. It was just trying to come up with a figure based on what Belgrade and Pristina have claimed. As it happens, I have done a lot of work on Kosovo and Serbia. I regularly visit Serbia and my work has been translated into Serbian. @@ram-lj9kz I don't rally understand you. History of Croatian statehood is much more bloody and they built their state and have ben rewarder for expelling 300 000 Serbs from their homes. Bosniak statehood isn't much cleaner, I assume that your main point is Srebrenica and yeah that was the biggest war crime in the conflict but prior to Srebrenica Bosniak did the same thing to Serbs in villages around Srebrenica. Relative to their strength Bosniaks did as much as they could war crimes wise. Kosovo's "independence" is also built on war crimes, they did war crimes before the war, during the war and unlike any of before mentioned countries they did crimes after the war. Even now Serbs live in enclaves, churches and graveyards are attacked almost daily, monasteries are guarded by KFOR but still constantly attacked, buses going to Serbian places are often attacked. Should that behavior be rewarded?

International court of justice said that there is nowhere in internation law ban on unilateral secession, so that means if UN resolution 1244 is forgotten, then we can also forget Dayton agreement and Republika Srpska can succeed from Bosnia, same thing with Crimea, Putin took advantage of west beding the rules for Kosovo's independence.

Thanks. What the ICJ did or didn’t say is actually a really great topic for a video and was already on my list as the next one to do on Kosovo. (I won’t do it immediately as I like to spread out subjects.) But essentially, it took no formal position on Resolution 1244. The case was about whether political leaders in Kosovo could declare independence. The Court said they could. Anyone can declare independence - except if there is a man explicit prohibition against it. In fact, as I have argued elsewhere, Serbia actually asked the wrong question. It should have asked whether countries recognising Kosovo had broken the requirement to respect the territorial integrity of Serbia. The question I have is whether Serbia asked the wrong question deliberately or not!? James, you do make some extremely good points, just like some commentators did too. There were some comments by some commentators that I did not like because there were just plain dumb, sarcastic and to some extent racist. Back to the point of the story of how many countries did or did not recognize Kosovo, it is important to note that some countries such as China, Russia, and perhaps Spain, Greece and Romania will "NEVER" recognize Kosovo because not only do they want to continue to have good relations with Serbia, but they have their own separatist movements within their own territories and there will be other countries with similar issues too. As they say, what goes around, comes around. In simple terms, lots of foreign pressure on small countries from big players, lots of payoffs from ALL SIDES (and I am not talking only about Albanians and Serbs). Media manipulations is perhaps the worst part of it, but perhaps the most profitable part of it too (aka PR).

Thanks. Unfortunately, sometimes the comments section can indeed descend into insults. Sadly, but understandably, it comes with the subject! However, I am always really keen to have a debate with anyone who wants to be civil and is open to discussion. On recognition, you are very right. There are a lot of countries that are very concerned about separatist challenges. However, what I found interesting is how many countries faced with such situations did recognise Kosovo, such as UK and Canada. As you know, they adopted the arguments that it was a ‘unique case’ and recognised quickly in order to rather prove there was no link. I know that this argument was used on other countries - “recognise now and prove that Kosovo has nothing to do with your situation.” This worked in some cases, but didn’t in many others. Having said this, many of them have indicated that they aren’t opposed to an independent Kosovo. If Serbia accepts it, so will they. Even Cyprus, which at one point appeared to be willing to be more Serbian than the Serbs on this, seems willing to accept an independent Kosovo as long as its accepted by the UN. And you are very right about the pay offs. All sides - and their supporters - have done this. It certainly isn’t just Serbia and Kosovo.

​@@JamesKerLindsay James, I'd like to add a couple of thoughts on the comment section, if you don't mind. I believe not all of it is genuine. It's undeniable that some of those comments may have been posted by simply malicious, rude, misguided or childish people for whatever their reasons. However, I've noticed this trend that has plagued many sites that allow for comment posting, regional and international, such as media sites and social networks, on topics with specific keywords. Comment sections underneath such topics tend to get swarmed with an unusually high amount of what seems to be troll accounts wreaking havoc by posting very undiplomatic, hostile and provocative comments, spreading hate, fear, lies, fake news, false info, being arrogant, using 'satire' or threats. This generates conflict, and if the place for discussion is international (like RU-vid with a video in English) it sends a very negative image about ethnicity or country a commentator supposedly represents, giving just the perfect excuse for anyone already slightly biased and not knowing better to further judge or dislike a people group or a country. For example, if I wanted to smear Serbia or its people, the best way to do my little part is by creating a fake profile with a Serbian name, pretend I'm a very patriotic Serb and post a very rude, hateful, irrational comment, arrogantly boasting some pseudo-history, insult as many people in the process as possible by insulting entire people groups, 'westerners' or 'Americans', etc. Now, if someone who previously knew nothing of Serbs sees 100 such comments, and not a single normal one, s/he might, even subconsciously, form an opinion. In such atmosphere it's difficult, and not particularly motivating to start a conversation online at all. Now, it's not up to me to ask the question who (maybe plural, if anyone) would stand behind such an effort, and to what an end, but it is there. I just know that it's a bit unsettling. It does look like someone is attempting to dictate online public discourse, public opinion and inter-ethnic relations with patterns of coordinated malicious effort. By sheer quantity and aggressiveness, it effectively drowns and discourages any attempts at wider reconciliation between people. So, a staged conflict and overwhelmingly one-sided and spoon-fed opinions, making an illusion of how the 'majority' thinks (until the illusion is no longer an illusion?). This entire region still has a tarnished international reputation, and it's struggling to repair it for decades now. Having an image of 'those people' behaving like complete lunatics and haters on the internet does no good. All that being said, I am truly sorry for any discomfort that you may have been put through, and consider that not everyone is like that, like I already believe you do. And thank you for creating amazing content!

I never knew that such a tiny piece of landlocked territory could cause such a ruckus in international relations. When it comes to Artsakh and Northern Cyprus the question is clear: they do not have significant recognition therefore they are legally territories of other states (Azerbaijan and Cyprus respectively). However, Kosovo is far more controversial, even a lot of citizens in foreign countries aren't sure if their governments recognize Kosovo. Kosovo's sovereignty might be disputed for many more years but that doesn't stop the Kosovar government from pursuing its own policies.

However, those from International Relations, myself included, argue that recognition necessarily plays a very significant role in statehood. Your point really makes that clear.

And Kosovo, if it does become a part of Serbia (Which it will not because Kosovo will be united with albania in 2025) then serbia will have 2 million more albanians in their country and they can spread out in Serbia meaning that they can slowly become more and more. Or they could just start a war again which is not clever for both sides. I would say there is No turning back and becoming apart of serbia will not happen if there Are still albanians that live in Kosovo.

Maybe it could be interpreted in such a way, but I believe that Oman's statement actually entails that they would support Pristina's UN membership if it comes to a vote in the UN General Assembly, which means that a prior positive recommendations of the Security Council was made, which in turn means that no permanent member of the Security Council vetoed the application. In other words, Oman suggested that they would support their membership in the UN provided that international consensus was attained regarding this issues.

Thanks so much. Very good question. In fact, on closer reading, the letter didn't even say that it would necessarily support Kosovo's quest to join the UN. It simply said that if Kosovo could pass the hurdles required to get in, Oman would be happy to welcome it. In other words, Oman was happy to let others make the final decision and then go along with it. Essentially, it knew that if the Security Council was willing to recommend Kosovo for membership, then there really would be no reason for it to take a position against it any longer and so might as well go along with everyone else. It really was a very cleverly crafted example of diplomatic opaqueness. But it is very easy how it could be so easily misinterpreted as recognition, especially if you really wanted to read it that way.

If Kosovo could get the support of the US, UK, France, Russia and China, then there really would be no reason for Oman to oppose it and it would be happy to accept the decision of the rest of the world. Until then, it would just sit it out and not take a position - thereby meaning non-recognition.

Not this again. Yes, it surrendered. You can tell yourself whatever you want. And I’m not some western anti-Serb. (I go to Serbia frequently, my work has been translated into Serbian, I have been critical of the Ahtisaari Kosovo status process, I’m often quoted in the Serbian media, I have an affiliation with the University of Belgrade, etc.) But in 1999 Serbia had to relinquish control over a part of its territory. In case you didn’t realise, pretty much all wars (although it want even a war) end with ceasefire agreements. If you don’t like it, blame Milošević. He lost Kosovo for Serbia.

Thanks so much, Cristian. Very good question. Unfortunately, I think that the opportunity for exploring various autonomy arrangements has passed. Kosovo wouldn't accept it, and would argue that why would it need to when it is recognised by the United States and the large majority of the EU. Also, I'm not sure that this would make sense for Serbia. Even if Kosovo were to accept extensive autonomy, it would also want to have a significant say in central government. They would want seats in the Parliament, ministries, probably a vice-presidency, ambassadors, army officers. Is this something that most people in Serbia would really want? I spend a lot of time in Serbia and most people in private readily admit that they wouldn't like this. So, all-in-all, while I think that this model could have worked at one stage, it couldn't now.

Then the Ottomans came, brought even more Albs to K and they converted to islam in order to join Turks in killing Serbs and gaining their property. They ALWAYS chose the enemy to fight against Serbs and rob them. After ghe Ottomans it was Austrohungarians in the WW1, then Germans and Italians in WW2 and NATO lately. It was always about killing and robbing. US is their partner in drug trade that comes in from Afgh via Turkey to Kosovo, where it's produced further, most likely at Bondsteel. It's a very lucrative busines for both sides. US is the most rotten govt in the world. They don't have double standards, but hundred standards. For each situation they make their own rules and standards and claim they are intl and can't be changed. That's what mafia does.

If "Declaration of independence of Kosovo" is ever considered legal that would in practice mean that: Someone can come into your house, kill your parents and children, than kick you out, than bring his cousins and declare that your house belongs to him and that you are not welcome and that he is not guilty for murdering anyone because they are now majority. All that while police (USA) helps that someone. This is sadly, pretty realistic little story on how Albanians took over Kosovo province.

Claiming that something happened in year 600 AC as same as what happened 20 years ago is lack of logic and knowledge. I don't know about the rest of the Slavs, but Serbs were on Balkans pretty much longer than any other nation. Findings of Vinca culture date to 6000 years back in history and it is Serbian in origin. Stone does not lie, and language neither. But I guess you never visited any museum. And what lands Albanians claim to have owned in 600 years AC on the Balkans, when the first time Albanian nation came to be known was in XIX century officially? First mention of Arnauts tribe was made by Serbs and Greeks, and it was in XII century. They were the mercenaries of Byzantine empire brought to fight Serbs and after defeat by our Emperor you were allowed to settle in area of today Albania and pay tribute as cattle herders. After Ottoman conquest you switched towards Ottomans and became their converted Muslim puppets in spreading over Balkans. After liberation of Serbia and Greece, AH empire rushed to create Albania in order to stop Serbs from reclaiming their territories and gaining access to the sea. Even Albanian language was invented in XIX century by Austrohungarian empire, and minding the ambitions of AH empire to conquer Balkans, you were created as artificial nation from various tribes living in the area. Turkish historians as well as Greeks, Serbs, Bulgarians and AHs (until XIX century) did not mentioned Albanians as nation. No history, no language, no laws, constitutions, borders, kings... Just a bunch of tribes, outlaws and bandits. Now, minding claim of Illirian name, you literally don't have evidences for that. AH empire called Croats and Serbs - Illirians. Since AH empire created you official language claiming the meaning is pointless. What AH empire called Illirians, Illirians called themselves Croats and Serbs. They just passed the word onto you.

Thanks so much. Yes, the 116 figure was always slightly too high. (And the 'Kosovo Thanks You' website should have corrected the figure.) 114 would be the maximum number of recognitions achieved before countries began withdrawing recognitions. Interestingly, the 'derecognitions' do seem to be ignored in many accounts. I'm not sure whether many observers don't think that they are legitimate, and so don't mention them, or whether, given the time taken to publish academic articles, and the fact that these changes are still recent, the literature just hasn't caught up? It will be interesting to see if this does feed through.

I see some papers just simply refer to the Ministry of Foreign Affairs of Kosovo. Maybe some scholars just support the position of the government of Kosovo... To me, what is interesting is that in 2020 Ivica Dacic stated 93 countries recognized Kosovo. I was wondering if it was the wrong information. But thanks to your video, I finally could understand why this confusion happens.

Whilst I recognize Kosovo's independence personally it's pretty obvious that for most countries this issue is decided by being US allies and Russian/Chinese allies, and countries that had withdrew their recognition were those that had warmed up relations with Russia and China (such as Nauru which had also recognized Abkhazia).

Thank you so much. I hope all is well at that end. I completely agree. I have always though that the recognition battle is really all about gaining leverage. I really don’t think Serbia expects to assert sovereignty over Kosovo again. Nor would it really want to. Even during the status talks, international officials asked if Serbia really wanted to ‘keep Kosovo’ if it meant having Albanians round the cabinet table, serving as generals and ambassadors, etc.? However, Serbia also knows that Kosovo can’t get full international acceptance until it agrees to its independence. (If you haven’t already, you might want to see my recent video on Bangladesh. That underscores the difficulty Kosovo faces to gain UN membership.) Belgrade knows that the fewer recognition there are, the stronger its position will be in any talks. The problem is that it is a fine line for the Serbian government. If it is too successful, the people might start to actually believe that they can ‘get Kosovo back’ and reject any final negotiated settlement. In other words, it needs and wants to be successful, but not too successful! That said, it is equally interesting to look at the debate in a Pristina. While I think many believe that a final settlement with Serbia isn’t needed, and that eventually Belgrade will have to just give up, I know that there are those who believe that the recognition battle could yet last for another decade or more and this will prevent Kosovo from joining the UN. They now see the value of trying to reach a final, historic deal with Serbia and wrap it up once and for all. Personally, I do believe in trying to reach a final agreement to end the matter and see Kosovo join the UN. The current situation is bad for Kosovo and for Serbia. Anyway, just my thoughts on it all. I’d be really keen to know how you see it from there?

@@JamesKerLindsay I don't know how well informed you are on the current political situation in Kosovo, but the current government has been voted out in a vote of no confidence due to pressure to make the dialogue a top priority and finally reach the deal. The majority of people want to reach an agreement as soon as possible, but there are concerns about what the deal will include. We are opposed to any idea that includes drawing borders on ethnic lines. The acting prime minister seems to think that there is a 'secret deal' between the presidents of both countries to divide Kosovo(or exchange territories with serbia).

@@JamesKerLindsay Our story about Kosovo and Metohija is a sad story. We Serbs do not know the full truth either. It is hidden from us. I am 49 years old and only a year ago I discovered that when the Turks came they first listed all the population and then according to their books in Kosovo and Metohija there were only 26 Albanian families and about 5,000 Serbs.Then this information that the British agreed to help us in the First World War on one condition that we do not expel the Albanians who were on the side of Austro-Hungary. This information was presented by one of our researchers who researched the London archives and wrote a book about it.There are more examples like this that shed new light on past events, so I said that those who draw their information from unreliable sources should not talk about Kosovo and Metohija because, as I said, we do not know everything because it is hidden from us for various reasons. especially from the time of communism.I did not intend to offend you, only this is too sensitive a topic for us. @@rashabelgrade Thanks. It is indeed a sad story. And a story of missed opportunities. I understand the deep symbolism Kosovo has for Serbia. But there is also a reality of 1.5-2 million Kosovo Albanians who just don’t want to be part of Serbia. This might have been better able to manage if Milošević had not handled it so badly. He had also used up any goodwill in the early 1990s. The other problem is that any deal the Kosovo Albanians may have been possibly willing to accept would not have been acceptable to Serbia. So, unfortunately, we are where we are now. By the way, just as a tip, it’s usually not a good way to engage in a discussion by opening up with the view that someone doesn’t know what they are talking about! :-)

A much more important question is why it is still the poorest part of Europe and after 22 years as they say they got rid of Serbia and Milosevic they cannot progress, the standard of living is convincingly the lowest in Europe, unemployment is the highest crime in Europe and corruption is in all institutions , human rights are at the level of an African country, no one wants to live in such a country, everyone runs away, both Albanians and Serbs ...

Becouse Serbia hasn’t payed for the genocide yet ! Many sources say the Serbian national state is going to pay to Kosovo 10 billion $ in 2022! And 2008-2022 are only 14 years ! Thanks for video. Story begins 1999? Kosovo is over thousand years old Serbian land. Just look at Kosovo's sacral heritage and you'll find serbian monasteries and churches 8-12 centuries old as Decani, Banjska, Patriarchate of Pec, Devic, Gracanica... and 1.000 more. You will not find any Albanian monument older than 20 years. There are three main ugly reasons why western countries support Kosovo independence which has anything with care for Albanian people. First and most important reason is Kosovo lays on mines rich of gold and other precious ores, such as Mine Trepca (experts estimated value 200 billions USD). Western mining companies are fighting which will take it first. Second, Kosovo is highway ruote for narcotics from Afghanistan to European countries. Third, USA bilt there second largest military camp in Europe named Bondsteel - strategic very important. Nowdays Kosovo don't have any sign of independent country. Monatery politics, energetics, natural sources holds foreigner western countries. People are poor, youth unemployment rate is 61%. Kosovo is school sample of neocolonialism model of country. Conclusion, Serbs will never give up from bully abducted ancestral Kosovo and Metohija.

Thank you, but seriously I have less than 7-15 minutes for each video. I deal with some of the most contentious disputes in world politics. If I try to delve into all the history of each issue, I would be making videos several hours long. And even then any value would immediately be destroyed by comments sections filled with people asking why I didn’t mention this or talk about that. My videos try to look at very specific questions and I try to focus on providing people who are unfamiliar with the situation with enough information to understand the context and significance of the question I am trying to answer. This video was about how many countries recognise Kosovo - not if Kosovo is Serbian or Albanian. So, thanks for the comment, but please try to understand what I am trying to achieve and that I try to take a balanced and objective approach in my videos - while still providing informative answers to the questions I post.

I understand your goal but the subject that you work on are very complex looking throught prism of geopolitical games. Serbs felts that especialy on their skins from western media labeled as barbarians, devils and what else... in last three decades. Serbia use to be western oriented country. It's still is. But western countries did so bad things that they pushed it in Russians and Chines hands. These days they are naming Serbia as Partner, Friend, Balkan leader country... Such ugly behavior. I like to think I’m not anti-Serbian by any stretch. (I actually know Novi Sad particularly well.) However, I also passionately believe in the need for fair and final settlement between Belgrade and Pristina - for the sake of Kosovo and Serbia. James Ker-Lindsay Albanians are authochonous to Kosovo, they have inhabited Illyria and Dardania(present day Kosovo) beginning with thousands of years before Serbs came in the 7th century. Genetics tests recently have also shown Albanian and Greeks are nearly indistinguishable. Further proving who the original inhabitants of these areas are.

Thanks. Excellent question. I firmly believe that recognition can be withdrawn. Although, as I note in the video, it is extremely unusual. However, ‘de-recognition’ has to follow certain rules. It can’t just be a country saying that it no longer recognises Kosovo. It has to be a statement saying that it recognises Serbia’s sovereignty over the territory. A country can’t withdraw recognition and say that it doesn’t accept any claim of sovereignty over a territory. On the number of recognitions, I do in fact include withdrawn recognitions to reach my current figure of countries that have recognised Kosovo. It is now under a hundred by my calculations.

Also, The Comoros this year had sent a letter to former Kosovo foreign minister (Behgjet Pacolli) claiming that they still recognize Kosovo’s independence and had never withdrawn it, even though Serbia claims that The Comoros is one of the countries that had withdrawn recognition in 2018

I have spoken strongly about Kosovo's declaration of independence and how it went against principles of international law. (And my world has been published in Serbian www.knjizara.com/Kosovo-put-ka-osporenoj-drzavnosti-na-Balkanu-Dzejms-Ker-Lindzi-133354) However, I also understand that it might have been avoided if Milosevic had handled things better. But after Bosnia there was little international patience for his bad behaviour. While I am critical of how the West behaved in Kosovo, it is also time for more people in Serbia to acknowledge that Milosevic lost Kosovo for the nation! More to the point, there is no way that it can be reversed now. And what would Serbia even do with Kosovo if it did come under Belgrade's control tomorrow? Would people in Serbia really want to try to control almost 2 million unhappy Kosovo Albanians and spend lots of money to subsidise it - all the while having to give Kosovo Albanians seats in the parliament and government and lots of government jobs? I don't think so. The question is how Serbia can negotiate some sort of settlement.

They even admitted it themselves. NATO terrorists bombed us illegally, without the approval of UNSC, they used DU and cluster bombs, both banned. Amother thing, after they bombed a place, they waited 15 or 20 minutes for people to come and help the injured, and then they came back and bombed again, and killed even them. THAT'S HOW EVIL THEY ARE. I am sure they will burn in hell for what they did. They deserve every minute of it. The worst criminals that ever existed. The Albs who didn't support KLA were all tortured and killed. There are people who were happy to live in Serbia. Those who don't want Serbia can go out. Their friends can take them with them to US, UK or Germany. They boycotted the census because they didn't want anybody to find out that there were NOT 2 million of them, as they claimed.

Thanks. Really good questions. My own view is that Kosovo is independent now. There is no chance of it rejoining Serbia. But it’s ability to become a full member of the international community and join the UN still relies on Serbian acceptance of that independence. This is the strange situation it finds itself in. The problem is that the EU led talks on normalisation are moving very slowly. I just don’t think there is enough pressure on the two sides to reach a historic compromise that would see the issue resolved. And I’m not sure it will happen any time soon, unfortunately. Needless to say, I’m following the situation closely and hope to do updates if anything major happens.

I think that the greatest obstacle for Kosovo is the fact that Russia refuses to recognize the country and prevent it from joining the UN. Recognition of countries that can veto is more significant than the total number of recognizers.

But half the UN has decided that there are sufficient grounds to recognise Kosovo and the ICJ has ruled that Kosovo’s unilateral Declaration of Independence was not contrary to international law, despite the existence of Resolution 1244. It doesn’t exactly say that. It says that Kosovo was considered to be under continued Serbian sovereignty, but would be under UN administration until its final status could be determined. So, the door was left open to a final settlement, potentially including independence. This was the UN process in 2006-2007. When that failed, and Kosovo unilaterally declared independence, countries made their decision on whether to recognise Kosovo as a state or not.

Thanks. I hope all is well with you! Really good question. This has obviously been raised as a possibility. However, it has a lot of opponents. Personally speaking, I believe that a final, historic agreement that ends the dispute and allows Kosovo and Serbia to accept each other and build a new relationship is vital and that the two sides should be allowed to pursue any options that conform with international law. However, again, any talk about territorial changes is a highly controversial discussion.

James Ker-Lindsay As a Serb I would accept Kosovo’s independence if they agree to give us Northern Mitrovica (my main reason for this is because its populated by Serbs). With Serbian recognition Kosovo would gain full legitimacy and they will also be recognised by the rest of the world. A lot of my countrymen do not agree with this but it is the only solution as I believe that Kosovo is lost to us forever as it is populated by almost 2million Albanians (the reasons why we lost it are long and irrelevant now but I blame a lot of it on our incompetence and Albanian competence). I believe this is the only meaningful way we can both move forward.

@@gmil9351 Hello, Kosovo albanian here. While all albanians in Presovo and president Vucic would want this too happen, it is highly controversial. PM Albin Kurti fears that if this were to happen, the albanians of North Macedonia would want to join this union. I disagree myself because with NATO and EU integration, both Albania and N. Macedonia are more stable and will focus more on other issues.

Thank you so much for the comment. Personally speaking, I tend to agree. I have long argued that a territorial settlement shouldn’t necessarily be excluded if this means teaching a historical settlement. However, we both know that this is very controversial in Serbia, Kosovo and for parts of the international community. However, reaching a final settlement between Serbia and Kosovo is worth pursuing. Both sides stand to gain enormously.

Thanks again. I know there are fears about North Macedonia. However, I think that this can be contained. The same applies to the question of RS in Bosnia. However, I do understand why many are nevertheless nervous about this. I think the NATO/EU element is very important too.

For general understanding of this region and the Serbian-Albanian conflict: I'll go a little deeper into the past: Albanians have officially been a majority in Kosovo since 1899. On the one hand, this meant that the orthodox Serbs were forced by the Ottoman side to leave this region. See 2 great migration waves of 1690 & 1739. These practically empty areas were filled with Muslim populations again by the Ottomans in the following years. That's why, for example, 99% of the Albanians in Kosovo are Muslim. On the other hand, the Serb remnants from the 1870s were further thinned out over the decades by Albanian pressure and violence, so that the Serbian population percentage decreased from 64% to 44% between 1871 & 1899, with Albanians growing from 32% to 48% . In the years of the Second World War between 1939-1945 a separate Albanian militia was founded. This Albanian militia in Kosovo drove out numerous Serbs during this period. After the German occupation in 1943, the 21st Waffen Mountain Division of the SS "Skanderbeg" (Albanian No. 1) was set up on May 1, 1944, mainly from Albanian volunteers from Kosovo, since the occupying regime in Albania had already lost its support . This division was primarily intended to fight against Yugoslav partisans. The members of the division, which never got to the front and was only used by the Wehrmacht for guard duty, expelled around 10,000 Serbian families and murdered numerous Serbs and Jews. Finally, according to the census from 1939 to 1999, the number of Serbs fell from approx. 34% to 10%. Since the 1999 war until now, there are less than or equal to 3% Serbs in this area. Here I ask myself: Why are the Serbs constantly demonized about this the past 20 years? They haven´t been Saints in the 90´s, this is true. But neither the Albanians have been. What the people NEED to know more about as well, is the past of the Serbs. Btw Mr. Ker-Lindsay I discovered your channel a few days ago and I watched like 10 videos in a row. I really like how you deal with all topics objectively from all perspectives. This is exactly what it has to look like when it comes to history and politics. Kosovo is recognized by 116 stated and most of them are western democratic counties , from 17.02.2008, UN Resolution 1244 is dead, also dead is dream of Serbia to take Kosovo under control.

Yes and no. In some ways, recognition doesn’t appear to matter. As you say, you don’t care if Australia has or hasn’t recognised. But, in other ways, it matters a lot as it allows for the creation of fully normalised relations. This helps with developing political, economic, social, educational ties. This can produce all sorts of spin offs that might affect your life. Better trade. More scholarships. Easier travel. Improved knowledge exchange. Also, recognition is about building up support to join various international organisations that could be beneficial. So, you probably don’t think a lack of recognition affects your daily life. But this is maybe not the way to look at it. Instead, your daily life could potentially be improved by more recognitions. If you see what I mean. Also, as my recent video on Northern Cyprus shows, you would certainly feel it if Kosovo had no recognitions! (By the way, Australia has recognised. It was in the first wave in 2008.)

Most countries which didnt recognizes us have nothing/little to gain and/or a lot to loose if they do. Best example is Spain: We dont do a lot of business with them => Spain doesnt gain much recognizing Kosovo but it could cause trouble at home (Catalonia). Dear James. I'd like to add something regarding to the recognition of Kosova. Before the Brussels Agreement when the talks began, Serbian officials somehow used the talks on their favor in order to stop the recognition. They sent the official letters to the countries that hadn't recognized the independence a request to stop considering the recognition because we are have negotiations with Kosovars and it would harm the peace agreement. So, they knew that the talks will last for a long period of time so we have a new situation that many countries are more reserved especially the ones that have political ties with Russia or China, and other countries that have inner problems. However, the case of Kosova was considered as a sui generis and it must be seen as a unique case and incomparable with other conflicts in the world.

It's usefull to mention reasons behind both sides... Even though national majority in Kosovo are albanians that land was where serbia was established as a medieval country like 1100AC so huge historical and cultural heritage of serbia is there, hundreds of churches and monuments which were heavily damaged during transition period... Also a battle for Kosovo field which is basicly heart and soul of serbian history took place there...In the battle against Osman empire both sides were destroyed with both royalties slayed during the bloodbath... New osman forces emerging meant 500 years of slavery for whole balcan... Then during the NATO bombing 90 a large amount of uranium was left there so kosovo today has highest rate of cancer victims in europe... Sad story for everyone after all.

I think that the serbian government does not want this conflict resolved, the words most politicians use in serbia are: 1. jews waited 2000 years, than we can wait a 100 or more 2. other serbs will get it back, when serbia is in a better position to do so 3. As long as kosovo isnt recognized by serbia, we can always get it back later, normalization is ok, for the rest we can wait 5. before the ottomans we were here, after them we were here and after they (albanians) are gone we will be here.

Look, I’m sorry if I came across harshly. I didn’t mean to. It ms been a long day! I know the point you were making. I said very clearly in the video that Kosovo isn’t recognised by Russia and China. But then people from Kosovo that it is recognised by the world’s richest countries. Frankly, it is all rather pointless. In the UN each state has one vote. China is the same as Nauru. The US is the same as Mozambique. Rich or poor, massive population or small population, they’re all the same in the UN General Assembly. And in the Security Council, Serbia has Russia and China and Kosovo has US, France and UK. It is a stalemate, neither Serbia nor Kosovo can win. They need a final deal. Hopefully that will happen and this issue can be resolved. It has gone on too long and serves no one, Serb or Albanian.

Kosovo has set up a dangerous precedent in international politics. Under the current international law system, a sovereign state's territorial integrity must be respected, so Kosovo's unilateral declaration of independence is deemed a violation of international law. The Western countries, despite being influential in international politics, have been practising double standards throughout history. For example, in the current Russia-Ukraine conflict, the Western countries are accusing Russia of violating Ukraine's territorial integrity, but in the Serbia-Kosovo conflict, Serbia's territorial integrity was not violated. If Kosovo can successfully become a UN member state, then Catalonia, Scotland, Texas, Tibet, and Western Australia could soon follow the same procedure. India might split into more than 500 small countries.....

Serbia lost its right to Kosovo just like with Croatia, Bosnia and Slovenia, when it was trying to do a Stalin on their populations. Kosovo was never annexed by anyone, it's not a puppet of Albania by any means, an annexation by Albania would never be recognized by the West. The West puts Kosovo's case a sui generis just because they can't be left with Serbia, and the only difference between them and the other post-Yugoslav countries is that Serbia just won't go despite having barely modern history with Kosovo outside of them both being in Yugoslavia. Ukraine, on the other hand, was a pretty peaceful country before Russia invaded Crimea and sent in resources to arm separatists in regions that had originally voted for independence from Russia in 1992. Russia has already annexed Crimea (which like with any gift you can't just legally claim back from someone) and it clearly has plans for more. And it's obvious that Donetsk and Luhansk are just Russian puppets and none of Russia's actions in Ukraine had been authorized by the UNSC. In summary, one country collapsed before any intervention and would have been much worse without and the other was a peaceful and relatively unified state before another came into it without any authorization. Recognition of Kosovo had nothing to do with self-determination and it can't set a precedent for Crimea before it was never annexed.

Here is something from a serbian point of view. Would we like to regain a control over entire territory of Kosovo? Answer is no, and u are 100% right. Most of Serbs were exiled from Kosovo, so controlling that territory would mean constant conflict with KLA, many deaths for no reason. So why aren't we recognizing Kosovo as a country. First of all, there are a lot of Serbian monuments, monasteries and historical sites on that territory, it is a birthplace of our nation. Second it is a red line, that directly attacks our sovereignty. Third it is our way to settle the acount with western Europe, mostly Germany. Play it on a Europe soft belly point, and be the Russian trojan horse, even if u are not, why? Because that scares them. That's just my opinion. All the best

Who was there before Slavs came in in year 600 and reached its peak in 1400? Who's land did the slavs settle on for it to be the birth of serbia? You can move into a region and now claim it's yours because it's your birthplace. It is your birthplace on paper but to the people there, there was a time when you were not there and now you run around saying its your birthplace. By that logic, anyone can come in your country, controll it, make monuments and 600 years later claim it's their birthplace because of all the monuments..not a good point to make. As far as I see it, since slavs came in the year 600, reached its peak by year 1300 and that was that. Your birthplace is where you came from not your most expansionist peak.

Kosovo and Metohija is the name of Southern Serbian Province. It has been for ages and for ages it will remain as such.

Keep in mind countries that failed to agree with the United States faced heavy trade sanctions. It’s all fun and games with equality until a super power decides to levy ridiculous trading taxes against you for not being agreeable when they tell you to. Why do you think Costa Rica was one of the first countries to sign for Kosovo’s “independence”. Guessing that’s not the same independence the Albanian KLA forces have Christians in Bosnia right? The second the Albanians get murdered back and the whole world weeps when previous years of atrocities had a blind eye turned to them.

There is no doubt that there was a huge amount of lobbying going on, especially in the period from 2008 until around 2013. Since then, it has declined dramatically for a number of reasons. I am always interested when I hear this. The question I always ask is whether you think that Serbia would be really willing to offer Kosovo full autonomy and, at the same time, allow Kosovo Albanians to play a full part in the central government of Serbia - ministers, generals, ambassadors, etc? I am not sure that it would. And I know that many involved in the status talks in 2007-2008 asked themselves the same question. I understand the anger and frustration that many in Serbia feel about the way that Kosovo was lost (and I admit that it wasn't in accordance with standard practices of international law). However, I am less convinced that they desperately miss Kosovo - beyond the religious sites - and their Kosovo Albanian compatriots.

There are three groups of countries that have recognized Kosovo. The first group is those who are open enemies of Serbia (we know who they are). The second group are those countries that did not have the strength to defend themselves from US and EU pressure, and the people of those countries are against the recognition of Kosovo. The third group is those whose governments have recognized Kosovo against the will of the people bicouse of some interes. It is unfortunate that UN member states do not respect the United Nations resolution 1244 which says that Kosovo and Metohija is under UN administration. Recognition of any independence is a violation of international law. Just because you’re stronger right now doesn’t mean you’re right. It seems possible that if you are a terrorists, a criminals, and a drug dealers, and you are supported by Western countries to get your state on the territory of another country.

Long story. But essentially they reject the fact that it unilaterally declared independence. The international community does not like unilateral secession. In this case, Kosovo was supported by key Western states and so managed to get a lot of international support - for reasons that are too complex to summarise here. But Moscow and Beijing are still opposed to recognising it.

@@andin3720 UN-1244, those people can leave if they want, but not with our land. your logic doesn‘t apply to Kurds in Turkey, Dagestan in Russia, Serbs in Sprska, Croats in Herzegovina, Scotts in GB, Catalans in Spain, Frenchmen in Quebec, Kurds in Syria and MANY MORE. It‘s a doubble standard created by the U.S. Kosovo belongts to the united states at the moment, but not legally. This contract from the united nations is still in power but USA/ Israel do what they want. UCK Terrorists have controll and are selling human-organs in the yellow house of albania, really hope hashim thaqi gets life long sentence in prison for it.

@@markov3043 Please don’t get me started, the International Court of Justice has ruled that Kosovo independence from Serbia did not break the international law. The irony is that Serbia itself asked the international Court of Justice for a decision, but it backfired for them. Kosovo is an independent country since 2008 with its own institutions, army, police and foreign policy. The US and NATO troops are stationed in Kosovo to guarantee its independence. Every year Kosovo gets more distant from Serbia, and strengthen its position and statehood. And as for the territories seeking independence you mentioned, some of them are in the path of gaining independence sooner or later. However there is a big difference. Nato intervened in Kosovo in 1999 because Serbia military, paramilitary, and police forces organized a full scale ethnic cleansing, massive killing of civilians, systematic rape, burning and destruction of entire villages, and displacement of more than a million people from the region of Kosovo. These horrific and disgusting events, which happens only 23 years ago, were the biggest war crimes against civilians since the WWII. The liberation army of Kosovo was no way perfect either, however it is fact that they didn’t burn entire villages, engaged in massive executions of civilians and organized massive rapes of young girls and children’s like Serb army constantly did. Serbian leadership was a branch of thugs and criminals during the 90’s and they did everything wrong. If it’s anyone to be blame for your loses it is your own psychopath political leaders and nationalists who keep ruling your country.

First fact, than nobody mention, the name is Kosovo and Metohija! Metohija is Greek word, meaning Holy country! In Metohija 50% land is property of church SPC! That's fact nobody talk! Why? Albanians make only country Kosovo in name, because is afraid to world hear true!

Thanks a lot for the comment. There are a lot of dimensions to Kosovo that are rarely discussed. You are right. The Church does own a lot of land. (But certainly not nearly 50%!) Also, while Serbia clearly has strong historical ties to Kosovo, it has been predominantly inhabited by Albanians for a very long time. This is often forgotten, or ignored, in Serbia. Frankly, both sides don’t really take time to consider the history, claims and views of the other. That’s the reason this problem exists. As it happens, I’ve actually done a lot of work on Kosovo.
