The Indian state of Punjab has seen a turmoil and set of events in eighties and nineties but managed to quell the insurgency through some tactics which would involve use of turned in operatives to enter rank and file of various separatist outfits. The adopted methodology was called CAT system, initiated in Punjab in mid eighties. In next few years this CAT system not only evolved to become a bedrock of Punjab police's war against separatists but also achieved handsome gains for the Indian state and security with the elimination of some top notch militants.
