One of the Catholic religious figure who is also a head of state/leader of a country. Aside from being a leader of the Vatican City (which is why the Pope has security guards just like any other leaders of other countries), the Pope is also in the highest position of the Roman Catholic Church where he is the head which is another reason why he has security guards (which is basically the ecclesiastical counterpart of leaders of a country that are not religious figures like the United States President and Philippine President where the Pope, and US and Philippine presidents hold the highest position in their respective institutions (Pope for the Catholic Church, US President for the United States national government, and Philippine President for the Philippine national government, respectively). Anything below the pope which are the archbishops, bishops (including bishops and archbishops that are cardinals), priests (including priests that are monsignors) are basically like the ecclesiastical counterpart of local government leaders of respective countries (i.e. local government leaders in the Philippines like the provincial governors, municipality/city mayors, barangay captain). Basically the pope's bodyguards or security guards are simply the Vatican City/Catholic Church counterpart of the US Secret Service and Philippines' Presidential Security Group (PSG).

the pope (any pope) is technically an absolute monarch, i.e. he is free to do whatever he wants. generally, popes have acted in accordance to certain traditions and customs but they are in no way obliged to do so. pope francis chooses to disregard (disrespect?!?) tradition and custom by not living in the apostolic palace. he could also choose to live anywhere in the world. there is no law or regulation that can lawfully stop a pope from doing anything he wishes to do (as long as he remains catholic, of course).
