One trick I learned from another YTer was to scout 18 yr olds one more week past 100% scouted to get their "real" ratings range. As far as interest from players I have scouted, I change my positional needs to match the position I am scouting that week. I have never not signed a draft pick this way.
I've gotten B or better potential on 4+ prospects in each draft and heres some observations: 1. If you change your positional needs in the scouting area, it helps gain interest for that position pre-draft. 2. Focusing on starting pitchers over closers and relievers is generally better because it is easier to trade for good bullpen pieces rather than drafting them. 3. Know what roles you need in the organization. Draft a power hitter if you need a DH. Draft a good glove if your starter isn't good at fielding. 4. I usually scout international (x5 weeks) eastern (x5 weeks) then central (x4 weeks). There isn't enough time to cover all 4 regions, and I've noticed that the west is usually the weakest in terms of overall talent. 5. Try to go after players between 18-21 as they usually reach their potential more often than the 22-23 y.o prospects Hope this helps.
Your positional needs determines player interest if you are scouting left fielders and your positional needs are set to starting pitcher, catcher and shortstop the interest level will hardly move for the left fielder your scouting you can change it every week.
I'm glad the 85+ potential players are spread out to player over 19 years old and are NOT guaranteed to be great. The baseball draft isn't a sure shot unlike football & more so basketball so while disappointing to take a D potential or lower than you like OVR, some of those players are specialists and can serve a role within your organization.
