According to the physics highlighted by Might Guy, Zetsu's statements, and the nature of chakra made phenomenon vs natural formed phenomenon, Naruto characters aren't even supersonic. Only Might Guy in 6th gate (where the friction from his punches ignite the air, which means punching at mach 2.5) and higher is. So it really depends if Kishimoto is writing the fight and ignoring his own rules/scaling. If we're being consistent then, then SS Arc Ichigo blitzes EOS Naruto by a hilarious degree.
Naruto isn't getting to consistent Supersonic speeds or City-level AP until at least Shippuden, even with the Kurama amps. In the OG series, Naruto has such limited control over his own power that he can't do much with it. Even his clones don't really do much to Ichigo considering the difference in Naruto's AP and Ichigo's endurance is that vast. If you include Gambunta in the equation, things even out a little more. I could see Naruto taking a win through the sheer use of clones and summons to create a state where Ichigo can't respond, but even that is reaching a bit and certainly not including Bankai.
There are quite a few ways to get characters to FTL feats in SS, from Uryuu blitzing his shadow to Lieutenant level characters dodging Negacion. However, it is somewhat inconsistent at that point in the manga. So, giving characters an average of Supersonic to Low Lightning with the potential to get to FTL in a pinch seems reasonable. The other thing to take into consideration is that Ichigo, at that time, is only just getting used to the sheer power his Bankai grants him. Him being Lightning speed and Island AP is more of what Ichigo is a capable of handling, not the extent of his power. It's weird scaling Ichigo because up until TYBW, everything about him is nerfed by various factors. Technically speaking, Ichigo is, at minimum, actually 10x stronger than his feats would show. It's just that we can't really give him the benefit of it. Other characters get stronger as the story goes on but Ichigo is more of just unlocking further tiers of his inherent ability; it's hard to know how much stronger Ichigo actually is between arcs.
In the Viz translation of the data book, the lightning speed is used to describe how suddenly Ichigo moves and "god-like" is the actual statment of how fast he's moving. "Like lightning, Ichigo pressures Byakuya with god-like speed."

That wasn’t my conclusion, the next thing is, using an average empirically tested human’s thrusting speed is by no means a wank???? The subsonic senbonsakura method doesn’t require calc stacking, if you don’t understand why it matters, it’s fine. This is just how really consistent scales work.
