by the way how am I suppose to spike the ball if I cannot jump high enough I've been doing a lot of different types of exercise posted on RU-vid but there are just no effect on me?
A great baseball pitcher once observed that his job wasn't to strike batters out, but to get them out. It didn't matter that batters hit his pitches if the resulting hit resulted in an out. I've played with great short athletes who, given a set that was right for them, never were successfully blocked. Hit the ball as well as you can and let the other team make the mistakes. Your setter isn't doing his job if he doesn't give you something you can handle.
