Yes I have used a 9mm hook and worked into the back of the stitch but what I think is that as you are in the States your terminology of worsted weight is different than of ours here in the UK. I will add more rows

Hi Sabrina... if you are using the same size needles as crochet hook, (so size 9 mm needles), and 2 strands of worsted weight yarn, the stitch count should be approx. the same, and it will be quite stretchy, so the short answer is yes.

That happens when you miss working into the last stitch of every row, which is the turning chain from the previous row. It's easy to miss, but that is the usual problem.

From side to side. 9 mm is a very large hook, so each row is quite large

I have just finished this scarf and it doesn’t look anywhere as big as shown on the tutorial , I used the recommended size 9mm hook and two strands of yarn and did the 20 rows but it looks so much smaller.

Are you sure you used a 9 mm and not a 9? ( 9 would be a 5.5 mm)... as well,,, did you work into the back side of the stitch only? Those are the 2 reasons why it might be smaller.

Make a chain, than place it around your neck, until you have a length that will overlap. For example, make a chain that is 36 inches long.

You need a size 9 mm... (US M or N). It is a very large hook. You could make it with a smaller hook, but it will not look the same.

+Ana Mari Pacheco Usando un gancho de 9MM y 2 hebras de estambre haz una cadena de 66 puntos. En la 2da cadena del gancho vas hacer un crochet sencillo (punto bajo) hasta llegar al final de la fila, haz una cadena y voltea tu trabajo. FILA 2 - 20 : Haz un punto bajo en cada puntada de la fila hasta llegar al final. De ahora en adelante todas las filas seran igual que la fila 2 hasta terminar la fila 20. Espero y me haya explicado bien. Buena suerte. : )
