France's President welcomed Xi Jinping for a state visit where the host decided to call for backup. After the easy part - the state banquet, the signing of mega-deals - Emmanuel Macron invited German chancellor Angela Merkel flanked by European Commission President Jean-Claude Juncker. Better than an EU-China summit, four around the table meant getting down to it, on the Belt and Road initiative. Are critics right to call it a debt trap? Is it any different than being beholden by US giants?

Debt trap ? Are we saying that individual nations are somehow forced to borrow from China ?! Are we actually saying it’s China’s fault if those nations defaults on those loans ?! If we default on our mortgages or loans we have to take responsibility for those loans ,we can hardly say it’s the bank’s fault .Why then do we say it’s China;s fault when countries defaults on their loans ? We accuse the Chinese on “aggressive borrowing ” LOL Aggression as I see it is when you rip up unilaterally deals that you signed , when you threaten tariffs and sanctions when you declare trade wars . There are so much hypocrisy including a fair amount of racism by our leaders in the West .

Its a debt trap for sure in Africa China is telling the Africans to learn Chinese the same as the Muslims taking control of there culture, ask Asian countries close to China.

I live and work in Africa ,Nigeria to be exact and it simply does not happen .Those that are learning Chinese is because they want to . Why is your culture so weak you think Muslims can change it ? Other Asian cultures outside China are just fine unlike what you think they are confident, robust and their traditions strong ,after all they survived Western colonial occupation when they were enslaved ,belittled and humiliated. As for debt traps : Don’t borrow money you can’t payback then there is no trap simple ! LOL

I agree with you. The west has been poisoned by the left for too long. The Chinese communist party government is evil. But you can not excuse your own stupidity and corruption in the government by blaming the devil for laying the so called trap. The Europeans need to see through the tricks of the Chinese communist government and force their hand and get fair and favorable deals even if they do not have the power to change the regime in China.

meanwhile UK, France and Germany are the biggest trade partners with China in EU. They don't want Italy to get deals and just be a vassal state paying taxes to EU. What does EU and USA offer? nothing they can't. America can't even build a wall or help cities like Detroit and Flint Michigan. EU is panicking over brexit.

Macron was very immature to make those statements before Xi's visit. It's just too confusing and unnecessarily dramatic from a Chinese point of view. France is lagging behind in building relationship with China within EU. China's amiable relationship with France is still relying on the goodwill in the last century when France was the pioneer in bridging and defending China in the west. Today, all the "firsts" have been taken by other western countries. UK is the first to join AIIB. Italy is the first in G7 to join Belt and Road. Germany is China's biggest trading partner in EU. It is very hard for China to regard France as a country of gut and visionary as it once did.

France is actually in some turmoil so the trust toward others is already low see that amount of French euro-septic people and some historical French companies are already sold to the Chinese (some wine production company and an airport) that's why they are somehow not so eager to make a deal.

Just because some countries decide to do business with China, she is trying to divide Europe? It is not like she offers to one and not the other. Some decides not to accept. Associate Professor Alessio Patalano is wrong in his assessment that those countries in Africa and Asia fallen into debt trap. This debt trap is an American strategic countering to the Chinese initiative. Are these countries being made bankrupt other than being given the infrastructures which they are enjoying. When China asked to use their port, it is acting bothway. The host countries may not be able manage the ports. At the same time, is it wrong for China to request for the port to be used for their naval facilities. The US is using many other countries' sea port for their naval bases. It is only the US is coveting and coercing other countries not to join the Chinese BRI basically as a strategic counteract against China.

I'm no fan of Trump but I think he may actually be right when it comes to trade with China. Trade should be fare! Trade wars and tariffs hurt everyone as we learned from our experiences with Smoot Hawley, but things can't continue the way they are. As China becomes a larger economic and military power it needs to set and enforce fair trade rules. The effort the US is making appears suicidal, but it has to be done. Now is the time, because if you wait to long you will loose all leverage and essentially be relegated to indentured servitude to a new economic super power for the next 1,000 years. One that doesn't care for any ethnic group that isn't Han Chinese. One that takes a long term view and has the patience to wait decades if not centuries to collect what they consider their fair payment. The world has experienced life with the US as the sole super power and many are unhappy, but it only takes a casual glimpse at what is happening in the South China sea and with the projects in Africa, to see what lays in the future for those who deal with China naively. I believe that due to the economic difficulties facing Italy (for whatever reason) it has put it self in position to become the weak link in the EU, that China can use to pry open and extirpate the Union. The US has many problems and will undoubtedly face a financial and political crisis unlike any seen in history, but I would argue that this fate in no way benefits any European member state. It in fact may usher in the end of western civilization and values. Not that there's anything wrong with eastern values, it's just that in the end the marriage of strong Chinese nationalism, authoritarianism, communism and an overall desire to avenge centuries of humiliation will spell the end of the standard of living most Americans and Europeans have become accustomed to.

@omkar joshi I agree, and it's not because I have anything against the Chinese. I have great respect for their people and their culture, but the world has really got to wake up. I just think our politicians are too greedy and don't want to risk loosing access to the Chinese markets. It appears in fact that they will be back stabbing each other, and walking away from strategic, economic, and military alliances just to gain access. China has one goal in mind, the same goal all emerging powers in world history have had. To dominate economically, militarily and culturally. To rewrite history and to restore the power and prestige of the Han Chinese. How that dominance affects how the rest of the world values capitalism, freedom, and human rights is yet to be determined.

Apart from the cost, you have not mentioned the leading patents in Hwuwei 5G, over 1950 items whereas the other 2 European 5G companies are much falling behind, one is about 1400 items and the other 1200 items. In other words, Hwuwei is a leading 5G provider in the world.

It's actually great that relatively smaller European nations now have a choice: West vs East. The days of US dominating EU politics are long gone. With America's lap dog UK leaving the bloc, EU now has a real leverage, China, when negotiating with Trump. When Trump threatens with tariff, EU nations know there is a even larger market in the East that is gradually opening to EU companies.

Why is everyone so angry at the US? Because of one stupid president? We've fought wars together and established military and economic ties for mutual protection. Americans love Europe, European products, culture and people. Do you really believe that China has the best interest of Europe in mind with it's belt and road project? Do you have a treaty with China stating that it will never use it's growing military in Europe to secure its interests or collect it's debts? If the EU as a group decides to trade with China fine, but don't you see what China is doing? Are you blind? China is targeting a country with a slow economy, that feels left out of the EU decision making process, and using it to pry open cracks in the union. Very smart on China's part. Of course the market is bigger in the east, but don't you want China to drop its constant request to form unwanted partnerships, or demand technology transfers? Don't you want to fix this particular problem first before you become too dependent on the trade? China is an authoritarian government that is now showing signs of aggression and belligerence towards its neighbors, does that concern you at all? As Europe removes itself from the "dominating" US, I would consider carefully which power you now give the reigns to. Be careful what you ask for...You may get it.

Why is everybody so skeptical about China, are you seeing your intentions of old in their methods or are you fearing your people might one day vote for a master who can get things done. What's the saying about the few and the many, it feels weird when you start seeing what it really looks like when real opportunities are given to the many rather than just the select few. I love what China is doing and even the way they going about doing it, if you can't fight them, then you have to do what they do better than them, if you don't want to put that amount of resources or effort into your mission, then just sit back and enjoy their ride..

You speak as if China is some benevolent, ultra cooperative nation trying to usher in a new golden age of peace and prosperity for the world. Do you know Chinas history at all??? It is just a full of blood and conquest as an on Earth, especially among its own people. This is the nation that pretty much closed itself off from the world and still hasn't really opened up. A nation that rose primarily through technology theft and exploiting is own people for basically slave labor under horrible conditions. Why do you think its so cheap to produce in China??? This is all part of China trying to wage an PR campaign. Because it's at odds with America. Chinese care about Chinese first and they will be happy to tell you so. Don't be so naive.

The US should reposition its troops from Western to Eastern Europe. Let Western Europe sort things out among themselves and the Chinese...If they like to side with the Chinese, let them. We have not gotten any thing from Europe....all innovations came from North America. The US should disengage from trading with Europe and China. We have our own consumption market at home, great universities and first class research facilities and there isn't anything that we cannot produce here in the USA. Let Russia and China have Europe and let them fight among themselves. We have our own market economy and also massive amount of NUKES and if Russia and China mess with our existence they can taste our nukes.

If you wanna pursue that course you are absolutely welcome to do so even tho trade would drop for a while. They wont fight, they will cooperate and grow together. I am sad to see America going for isolationism as I don't think it will help at all. As for nukes, if you pull out of everything everywhere than you cease to be relevant geopoliticaly, not that anyone even taught of attacking you anyway. If the US actually closes than at least you can halve your military budget and invest it domestically.

There was something important I didnt hear, if more countries join the Belt and Road initiative, then the Psyop US right wont be able to sell China as a military threat to the US public, but will still try as a economic threat, as already witnessed, I hope for the worlds sake that, India, Pakistan, Russia, Turkey and Iran also become bigger economic players on the EU scene to take away the ability for the US to continue branding enemies as justification for its behavior. US bases in all these countries have played a huge part in the Psyop of the politics, control in thier economies, and the direction of their foreign policies. Its about time the world sent a message to those who think war, barbaric sanctions, and a relentless stream of enemies is something the world needs! My hat goes off to Italy!

I say this as an American of 100% Italian heritage: Italy isn't fit to be a G7 country (nor is Canada). The G7 is really a G5 -- USA, Japan, Germany, UK and France.

@megakids - UK (and France) make it past $2.5T in GDP. (You shouldn't be dwarfed by California and be a G7.) Unlike the others, China isn't fully developed, and it's certainly not democratic. I agree, though, that most groupings are useless, unproductive.

@megakids Perhaps democracy did advance the progressive development of society at the beginning of democracy, but the political performance of the so-called democratic countries in the last 10 to 20 years has been disappointing, inefficient, long-running and noisy, and the almost total negation four years later has pushed back again. There is even dictatorship under the coat of democracy.

It is. Unless your growth is higher than 2% then you will be losing money paying that interest rate. And 2% growth in this day and age is very hard to achieve.

If you think that lending money to you is a trap, then you should regard the global banks as the villains that make the household sector and the corporate sector and government departments into debt traps. The relationship between creditors and debtors is purely commercial. Relationship, don't regard business behavior as a terrorist act. If you have knowledge, you have thought about it. If the United States is not a federal bank, it can always print unlimited banknotes. Have you ever thought about whether US national debt has already defaulted? And the clearing bank, will also hoard large amounts of dollar assets? Why not use the euro as the main trading currency?

Do you know why Italy met China Leader by themself? Whatch this video where Macron and Merkel and Junker are together and you see that all other countries are non really considered in Europe. I don't uderstand why Mr Junker accepted to be there? He should be inclusive and not accept these esclusive invitations. The reality is that in Europe the stronger countries are moving at a higher velocity and do not have patience to wait for the less stronger countries.

EU should have a synchronized front when dealing with China, we can see Chinese holdings all over Europe in all strategical important sectors. Sorry to say, Europe needs a second George Marshall plan money, this time it won't be United States. It's important to work with China, it's more important to have right principles and rules when doing so. I am afraid this will not work, members like Italy, Greece and many Eastern states are desparate for money, they were addicted to EU subsidies (one big reason to be in the club, and these subsidies end in the new 10 year budget plan) in the past, this create a great thirst for Chinese money despite warnings from Brussels. People need to be fed, otherwise riots, yellow vests... that really matters to state gouvernments. What this leaves out is United States, the cold war pack ends. Since Trump turned US from a big brother who generously giving money to small brothers to a mean, tight fisted and very defensive role. No little brothers are expecting money from him any longer but mean, ungly words, demanding money cut and refunds. This naturally turns their heads to somewhere else.

What is so strange? China and some European countries have long term trading, joint research program for years. This is not something just pop out in 1 day. Especially France, China and France have joint research program even in military field, some of the helicopter were the result of that. Also in Nuclear energy they have co-op going on for while. Just because North America countries like US and Canada don't even pay attention on that does not mean such relation does not exist. Not to mention German is a Industrial power house, they also have many co-op and joint research going on. However, usually media don't mention that very much, which includes European media, guess for political reason.

Europe is in a dilemma. The economic clout and associated advantages, the continent was having is slowly moving away. Countries like China, Russia and to some extent India are producing almost anything they need without much dependencies on western countries. Emerging economies don't need the west anymore on the contrary the west needs eastern block to survive in the long term. Without Chinese hi-tech products, Russian energy and probably security, Europe won't exist in future.

It's the INFORMAL way of executing FORMAL relations. Relaxed and serene atmosphere. A 'no obligation' type of meeting. Basically the way business used to be carried out some hundred of years ago between Europe, China, India and before colonial time. Asia is back in the saddle...post colonial time.

EU is not that united, it's a fact everybody knows, especially in the current situation, so China just did their work based on this fact, which is progressing the BRI as soon as possible, you never know how much time will cost until the EU figure out their integrated collaboration plan, as well as the time on negotiations with China. At the same time, there are countries suffering a lot and a long time under their hard economy situation, of course they will think for themselves first instead of thinking for EU.

This BRI is the best project that happening around the world, China relatively is still a poor nation, due to it huge population. In order to improve the life of the Chinese population, China need raw materials from others nations, as the Chinese are not selfish, by investing in the BRI, it gives other nations a chance/opportunity to enrich their own nation. In comparison to the western nations, in the past they robbed, slave, destroyed, imposed their forgien policies. As we all can see, neither the country has improve their standard of living, where as now, we can see how the African continent had improved their standard of living.

I said almost 10 years ago Italians are the same as Chinese... a few years ago in Shanghai at a dinner table a southern Italian and I laughed at the same thing, he turned to me and said, Italian and Chinese we are the same. So I'm not surprised at all to see Italy to be the first in EU to join one belt one road.

The beginning of this video is amazing. The visit of Xi is handled purely from a European perspective, by Macron and by the press. In reality, Xi does nothing alone. He feels very out of place and it shows. Xi also knows that the figures he is dealing with, will be gone in two or four years and that there is NO long term planning that will hold in the EU, none whatsoever, because every four years it could turn completely on a 180 degree vector. If you don't agree, well then, tell me what is the grand vision for EU? Where are the 50 year plans for the EU? They don't even have 5 year plans that are stable. As long as in Europe personal ego's are getting priority and short term national sentiments take rank over long term larger interests, Europe is lost. Juncker is the first one who understands this and is trying to do something about it. But when the EU people in Brussels tried to reform the EU, they did referenda and the referenda turned out to be about the local government of the day or about a question no-one could understand, so reforms were voted off and just like the last 40 years, almost nothing happened.

BRI is for huge infrastructure projects investment not for building toilets. India most needed toilet projects could only be financed internally, otherwise just carry on with open defecation. Btw, open defecation is not just a nonsense but more an uncivilised behaviour of human beings with low upbringing. There are too many nonsense in India.

Any politician who is not completely blind would appreciate what China did in the Port Piraeus investments. It wasn't just the money, it was also how things getting done and how goals being achieved. Many EU member nations can both of them, the money and the attitude.

64 telecoms is not because it is "customer first" (I wish it were like that with cable TV) as is said (17m) but because it is "National Interests FIRST". Every country still thinks in terms of 1800. Each country wants to have its own army, its own tax system, its own mail system, its own road system, its own import and export system, its own electrical system, its own atomic submarines, its own energy plants, its own agricultural policy (France and Italy are giant profiteers), its own this, its own that. That is called National Identity or, more precise, "Living in the past for the sake of a few power hungry nationalists on top". The problem is lack of a common idea about the future and absence of a common language. There is no unifying language and although Europe has the same civilisation, it has a thousand cultures. Because no nation will be willing to adopt English as its first language, especially not after Brexit, best would be to start with a uniform, single writing system that is independent of the language, like Chinese system. Then the French can finally read a Finnish newspaper, and the Romanians can read a Spanish newspaper. But the chances that Europe would be so sensible is zilch comma zilch.

Don’t ever think that if you have an investment from China or an ongoing contract you are safe. You have to constantly develop deeper and ever deeper relationship with China if not for nothing, to give China that comfort that there will not come a moment of “et tu brute” when some superpower sneezes. Just look at Canada and Australia how these countries have suffered from their badly handled foreign relationship. Their relationship in trade and investment with China is even more advanced than Italy’s.

I think Macron is consummate of diplomacy. He respects his European counterparts and invited them to the meeting with the President of China, Xi. Very appropriate and has nothing to do with the style of other European leaders in meetings with China, perhaps different meeting agenda. The Belgium-based researcher spoke very eloquently. To me, she is highly informative and open. The other two French panelists come across careful and contrived. So, I trust every word by the Belgium-based researcher.

The Marco Polo initiative is the superior economic package of China. It should be pointed out, however, that Chinese industrialization in terms of heavy industries and power plant engineering were fostered and assisted by Germany and France. The full story of China's climb out of a Third World status into prosperity as the No. 2 richest country on earth will still be told .
