For same problem, could also be that the motor is jammed. Turn off circuit breaker, you can loosen it with the aid of a flathead screwdriver. Thanks for the video!

Excellent trouble shooting daryl, but is that common for that fuse to blow, or could you have an electrical gremlin poking his head out causing that fuse to blow?
