Hi thanks for watching and the comments. I'm going to be honest, I'm not absolutely sure but I believe it's the air/ fuel mixture screw. The plastic is put onto to it to prevent someone from turning it too far in or out. Either way if you haven't done so already please consider Subscribing and hitting the like button. I just got my 1995 G14 golf cart running again after fix the oil agitator and adjusting the lifters. It hard to turn over now and sluggish running and slows to stop. And, now the cable on the starter, stated smoking ? Derrick

Hi thanks for watching and the comments. When you let off of the gas pedal, the butterfly valve in the carburetor shuts off cutting the fuel/air mixture to the engine. It also shuts the power to the coil off which stops the plugs from sparking at least that's how I understand it.
