How to Fix Blank White Desktop Shortcut Icons in Windows 10

How to Fix Blank White Desktop Shortcut Icons in Windows 10.
To fix blank white desktop shortcuts you need to delete the IconCache Data Base File
Search for "%appdata%" in the search box
Click on the file path location for the appdata folder
Click on the "Local" folder
Check "Hidden Items" by clicking the "View" tab and then check marking Hidden Items
Find the "IconCache" Data Base File
Delete it
Search for Task Manager
Restart the "File Explorer"
Go back to your Desktop
You should see Desktop Icons that previous were blank white are now showing the correct icons for their program they represent.

My problem is a little different. I have the blank white shortcut icon appearing on top of the shortcut's icon. The steps here did not remove the blank white icons covering the shortcuts. Any ideas on what's happening, and how to fix it? BTW, when I highlight the icon, do a right-click and select Properties to change the icon, I get a warning that I must be an administrator to do this, even if my user is in the admin group.

this didn't work for me. when I reset windows, after deleting the icon cashe, some icons changed back, but not all of them, and every time I restart windows, a different combination of icons reappear while others turn white. what does this mean?

I tried this and the strangething is that some of the icons were restored and some weren't. Most of my games are on an external storage and they had no icons for a while now. I decided to do this method and only some of the games were restored, but not all of them. Any ideas why is that?
