Here Are The Steps To Fix Discord Green Screen Camera Problem or Discord Green Screen Video Call or Webcam
Method 1
1. Click Down Arrow
2. Select The Correct Camera From The List
3. Done!
Method 2
1. Double Click on Camera icon
2. Done!
Method 3
1. Open Browser
2. Search OBS Studio in Google
3. Click First Link
4. Click Operating System Button Accodring To Your Operating System. I am Using Windows So i Will Click Windows Button
5. Wait For Download To Finish
6. Click To Install OBS Studio
7. Close OBS Studio
8. Open Browser
9. Search OBS Virtual Camera in Google
10. Click First Link
11. Click Go to download
12. Wait For Download To Finish
13. Click To Install OBS Virtual Camera
14. Close Browser
15. Open OBS Studio
16. Click Tools
17. Click VirtualCam
18. Tick Horizontal Flip (This is Important)
19. Select Target Camera
20. Click Start Button
21. Close VirtualCam
22. Click Add Sources Button
23. Click Video Capture Device
24. Click OK Button
25. Select Your Webcam
26. Click OK Button
27. Right-Click on The Webcam Preview
28. Click Transform
29. Click Stretch to Screen
30. Minimize OBS Studio
31. Open Discord
32. Click Down Arrow
33. Select OBS Target Camera
34. Done!

Alright I figured it out. But for anyone in the future having the same issue you just have to turn off discord being open in the background while you set up the virtual camera.
