A quick guide to Legitimacy- -More clout means more Legitimacy. -If you are Monarchy or Theocracy, you get a big boost in Legitimacy from having your monarch/theocrat's interest group in-government. -The Government Ideology Penalty is how many laws the groups in-government dislike, and reduces your Legitimacy; autocracies are particularly vulnerable to this. -The Size of Government is how many interest groups you can have in-government before it reduces your Legitimacy. By default this is 0 groups, and reduces it by 10 per group over the cap. -Taxes also affect legitimacy; high taxes reduce it, low taxes increase it. In your case at 11:28, the reason that your maximum Legitimacy is so low is because you're a Landowner autocratic monarch (wants low-clout Landowners in government from monarchy) trying to hold together a nation with lots of powerful interest groups and weak Landowners (low clout and/or high government size penalty from autocratic and monarchy), the Landowners are incredibly unhappy with Homesteading (ideology penalty from autocratic), and the Church doesn't like your lack of hospitals (ideology penalty from autocratic). You can fix this by overthrowing your Landowner monarch and relying on votes or an elected President, getting your power from a source that can handle a bigger Size of Government and laws they don't like such as Oligarchy or a voting system, and removing laws that your current best interest groups disapprove or strongly disapprove of. In the meantime, you can also try to lower your taxes and raise your clout by Bolstering government interest groups, Suppressing other powerful interest groups- particularly ones competing for votes with your government interest groups (e.g armed forces versus landowners competing for Aristocrats), and picking laws that favour one or two powerful interest groups you want to stick around.
