I wouldn't worry too much about the amount for now. They may have other sources of funding from other bodies- NGOs, society associations, etc. Contact them and let them decide if they have enough funding to take up a new student or not.

You won't be applying for the grant. Instead, this shows you the schools and individual professors that have been granted funding to carry particular research. What I would do is when I find a recently funded professor in my field, I would send an email to them in the hopes of working with them on the research while I get my degree. This is usually in form of a research assistantship. If you cannot find these opportunities, you may check the USDA database as I described here ru-vid.com/video/%D0%B2%D0%B8%D0%B4%D0%B5%D0%BE-jjiAz4eK0Xs.html (though I doubt there would be many opportunities here). You may try to refine your prompts on the NSF database to see if you get better results. Cheers!
If you are clear about your research interests, you can attempt a search on the first database I discussed. There could be an interdisciplinary funded grant that cuts across arts and other fields.

As explained in the video, When you see the name of the professor who has the award and the school, go to the school's website and find the professor's page for the email. Cheers.
