It's called a centrifugal fan or something of the likes. It pulls a gas or liquid, in this case water, into the center and sends it outward. With the opening on one side of the pump, the water is flowing in that direction as well as outward, so it flows out.

the atmospheric pressure of the water seems to affect the strength of the pump the more water the further it seemed to go if nothing else it would assist in the flow of water into the chamber and then it would be accelerated through the volute then pressurised where the pen connects to the tube I imagine, maybe I'm all confused is there even pressure when waters moving? isn't there only velocity to measure not pressure on moving liquids?
