can you do client server model in Linux or Ubuntu ?

Not sure why I should this in order to open my port for an FTP connection (and use my computer as my server) - could someone explain this to me please?

if i wanted to do this in windows 7, it is almost the same process. do i have to add a new user to this PC if i wanted to give access to someone remotely who doesn't use this computer... more specifically can you add more logins to the ftp site with only one user on the PC ?
