If I want make my animal rescue official in Texas do I necessarily need to file for 501c3? I'd be privately funded all volunteer foster based. I do already rescue animals but I do not yet adopt them out.

Unlike other states, Texas does not require registration to solicit donations (except in a few cases), which may involve showing federal tax-exemption status, such as 501(c)(3) status. However, it is generally recommended that a non-profit apply for federal tax-exempt status, since it helps with raising donations.
