I'd use a slingshot, and 30 -40 pound monofilament fishing line. Egg shaped lead weights. Paint the weight a bright color like pink or yellow to be easier to see among branches. Once the line is over the branch you want, use it to pull up your rope.
re 4:00 If you want to be able to release it without felling the tree, and have plenty of line( 2H), you just need to leave the tail on the bowline long enough for the end to stay on the ground after you pull it tight.

I take a small nylon line, put a weight on it (small brick, rock, milk bottle, etc.)...once I get the small line over I use it to hoist the heavy line or cable where I need it.
I ve always heard if ya have to jump from a plane with no parachute available, just grab a length of rope. It will hang up on something before you hit the ground.
You leave nothing of the problem solving skills to develop within the individual who wants to rope a tree. Going through the problem and working it out is the learning experience, that is the skill. Let them figure it out.
