Houston is the 4th largest city in the country. There is absolutely no shortage of qualified and capable individuals to employ . If you've ever tried to get a job with the city or Harris county, it is one of the most difficult feats to ever accomplish. It is always plenty of jobs posted, yet every city entity is understaffed. They make the process difficult because they are not seriously trying to hire for those positions.

Houston is wealthy and should fund professional policing including sufficient personnel. Why anyone would want to work for that department is another question because there are much better places to live and work in for police. When you don't get enough high quality recruits it's time to pay what the market will bear, not what you wish it would bear.

the code was being used as "favoritism" by the responding officers. If they like you, you get the code and no charges or arrest, if they don't like you, you go to jail and you get charged. Nice to see the Mayor is cleaning up the city and hopefully it will be a safer place to live. Crime is out of control and cops are using this code to look the other way.
