So I only wreslted at the highschool level and don't really know much about the rules in college so my question is can you not get called for stalling if you're in the top position?
You can. The rules aren’t that different in college. Two things to consider: at times Gable is doing enough not to get called for stalling. For example slapping cradles, busting the guy down, jumping sides etc. You could argue he is not really working turns but at the very least he looks active. Second, it’s clear Gable is basically giving him the point when he stands up so I would be very surprised if a ref warned Gable for stalling in the moments before they transition back to their feet.
New rules next year. Takedowns will be worth three points instead of two...should be interesting. Unless Gable decides to return for one more year. In which case it would only mean that he would get a TF sooner...
Usually, it's to defend a possible leg attack. It's often safer to drop to your knees and keep your legs away than be out of position and allow THE gable steveson to get a shot in on you. unfortunately, gable is just that guy

I don’t understand what’s going on in this match. Why isn’t Elam even trying to wrestle and why is Steveson just toying with him instead of pinning him down? This is weird
That's one of the weaknesses of college wrestling's rules: you need 15 points to end it instead of 10 with Olympic freestyle. And with Steveson taking him down for 2 pts, then letting him up (giving the other guy 1 for escape), the match went on much longer after it was already decided. He needed to take Elam down about 15 times, and after 6 or 7 Elam already knew he was going to lose (to the guy who won the Olympics 6 months before this match) so no need to try anymore - save your energy. I once ended a match that was lost by letting them pin me but it looks awful; of course letting a guy jump over you like this does too. A pin would've given Steveson more team points (2 instead of 1.5) and ended it immediately but that's not his strong suit. Pinners tend to be a bit long and lanky, and Steveson has spent most his life training for Olympic freestyle where you almost never see a pin because you get so many points for turns. In fact, even in international wrestling you never see Steveson turn a guy either, just takedowns.
