Oscar is the smartest guy in the office. He knew what he was doing the whole time. Pretend you don’t want the prize worth $15k by minimizing its value. If you can convince others to drop out great but the primary purpose is to set the stage for part 2 and make it clear you don’t even want the prize, so you’re not a threat. Further the illusion that you don’t care about the prize by giving not zero effort but seemingly negative effort by changing out of your costume for the contest. Collect votes from people who can’t vote for themselves and don’t want to vote for anyone who is seemingly a rival. Win $15k.

Check this out. When Jim puts Dwight's stuff in the vending machine, he did so because he was friend of the guy who fills it, whose name is Steve. What this Steve is the same Steve who plays Asian Jim? He left his job as the vending machine guy to become an actor and since he was already Jim's friend, it makes sense how he already knows how much about Jim's life!

I always thought it was Gordon Gekko, the hair is more Gordon, but the tie is closer in colour to Bill's... I'd say he was going for Gordon as with Bill he at least would have got the glasses, and he would have got his hair right (Bill's hair is closer to Ryan's non-halloween hair anyway).
