Viltrumites are saiyans that don't get that boost from coming back from death. They still get stronger and live way longer though. Edit: they have the ability to get stronger, not are stronger by default. Pretty sure a maxed out viltumite would be able to beat any saiyan because they live for basically forever but maybe thats just me, don't hate my opinion :(
