you asked for a fish expert. and while im not that, I do work for a fish store that aint petco or petsmart. I'd be worried for the fish in there for long periods of time since I didnt see any way for the water to exchange Co2 from the fish and to gain oxygen for them. Without any filtration ammonia could build up easily, which is also very dangerous in basically any detectable ammount due to how small the fishies are. YUGE props for conditioning the water and getting the temperature right. the fish could range from not caring about the vest, to being engaged with exporing it, to being stressed. kinda hard to say. BUT they definitely arent incredibly stressed as there would be obvious signs in their behaviour that theyre under duress.

I hope he realizes they all need 35-50 gallons of water each and either returns them to the store or has a big aquarium with ample filtration that is also fully cycled

This is just extremely stressful to those poor goldfish. No fish likes to be transported around or like being in small crapped areas. Please stop and dont do this. This is just abusive, those are real LIVING things and their being treated like toys. Just to put this in my perspective. How would you feel if someone put a dog or cat in a very small cage to the point they have barely any room to move, they would be in distress and depressed.
Just make sure there is a large enough amount of air in the system. Fish don’t actually breathe water, they breathe oxygen dissolved in the water, so there needs to be air touching the water. And you’ll need to let new air in occasionally
