"What are those textures doing?" Around 2:24 Those textures are Z-Fighting. That is, they exist on the same space, and the engine decides to show both of them. But since they cannot both be displayed at the same point in space properly, they sorta "flicker", creating a sort of "fighting" between the textures. The main way to fix this, is to move (either vertically or horizontally depending on the orientation) one of the textures such that it is no longer overlapping with the other. Even moving said texture by a fraction (1/128th) or decimal (0.0001) will work.

2:20 in all seriousness, that texture issue is called "Z-fighting", in which just means the developer has two objects trying to occupy the same space, and the render flickers between the two rapidly.

I think the "road bumps" are when one segment of the road transitions to the next. You can tell the courses are just made up of individual straight lines that overlap each other, especially by the glitched textures. I think what happens is that you just lose all of your momentum when you hit the other segment. Overlapping objects like this lead to a lot of glitchy behavior like that.
