I'm convinced the rng for break substats has been altered to make it harder to farm for Firefly and the like. Crazy how before she was released, I was getting BE substats constantly. Now it's just barely there and often rolls into the crappiest substats unlike before.
Proof that break is harder to build than crit stats. It’s basic math. Only one sub significantly increases damage instead of two. (Attack does help for firefly but not as much as break, and if you want to build any other break user it’s a dead stat)
I think you're abit stupid. Crits aren't a less common stat - AND You need double crit on your subs. There are a shit ton of BE pieces that give a shit load of BE stats. BE cones are significantly higher percentages than crit cones. Attack is converted into BE so it DOES Help
personally its easier if you just convert the spare(bad) relics to the material for upgrading and the 5 star ones to that material to craft the relics so when you farm a lot just salvage and synthesize more and when in doubt you could always craft to get the main stats with resin that's how I got some speed boots but I wouldn't really do that cuz the substats are still a gamble...
I'm certain that they adjust the probabilities for the different stats on a relic by relic basis. There's just no way man, i had the exact same happen to me.

The artifact that you said that's good for clara isn't good for her lol. It boosts ultimate damage if the wearer performs a follow up atk. It's good for jade since her ultimate is her biggest source of damage, followed closely by her follow up atk.
