The reason the training spot felt unpredictable was because you opened the forbidden door… if you leave the lighthouse door closed you can stay there forever
if im remembering correctly the vr-11 was created along with the scavenger by Harvey Yena while he was stationed at the 935 base in siberia (location of CotD) of course this was all added later so it probably wasn't thought up during Bo1's cycle.
George got carried to the pit where he spawns. The water is contaminated with Element 115, and the assumption is that he was pretty much held down in the water and drowned, but the cold water pretty much preserved his body during the zombification process. The other zombies are the way they are is because of the initial outbreak when the ship crashed infecting everyone.

I'm pretty sure VR-11 was meant for FIVE because it turns the zombies to CIA agents, and Winter's Howl was probably meant for Call of The Dead due to the ice theme and the fact that it works better in open spaces than narrow ones. It also makes a lot of sense that Romero, who is calmed by cold water, would be calmed by Winter's Howl, so it could have served that purpose as well.
I can't remember which of the characters said it in this map, but one of the other lines at round 50 was something like "I'm beginning to think we're never going home" and that one has always stuck out to me as being really macabre and depressing in a game with mostly humorous dialogue.
The way you explain this is super well put and thought out, and leaving us with suspense in regards to the freezing gave me a good laugh.
